Kirkwold <br />Decry Dm rw <br />and <br />Assaw Canty EJ7p <br />The Department of Public Works has been authorized to expend <br />Capital Improvement Bonds for the reconstruction of segments of <br />County Road J within your city. Ramsey County has retained the <br />services of BRW, Inc. to prepare a feasibility report which <br />addresses the entire road segment between T.H. 65 and I-35W. <br />This report will provide construction alternatives for those <br />tom, segments which are recommended to be included in a Ramsey <br />County/Anoka County project. <br />One segment which is not included in the County construction <br />proposal is the realigned segment of County Road J caused by the <br />interchange construction of County Road J with T.H. 610 (or New <br />10). Both Ramsey and Anoka Counties have chosen to remove this <br />segment from the BRW construction analysis because the <br />interchange design alternatives have been reviewed and approved <br />by the affected municipalities and because the construction of <br />this interchange segment solely rests upon Mn/DOT. The <br />Ramsey/Anoka County construction proposals identified in the BRW <br />feasibility report which is currently being considered will be <br />compatible with the Mn/DOT interchange improvement as proposed <br />or modifications of it which may occur due to detail design <br />considerations. <br />The reconstruction of New T.H. 10 has been of concern to the <br />northern suburbs for several years. Design alternatives and <br />construction staging have been developed and delayed for several <br />reasons. During this process, Ramsey County has continued its <br />support for the need to complete this necessary link. In 1979 <br />and again in 1987, the Ramsey County Board passed resolutions <br />which urged Mn/DOT to proceed to the construction phase of this <br />project. Finally, an interim segment was constructed in 1988 <br />which connected County Road J to T.H. 65. As part of my future <br />y, discussion with the Public Works Committee and County Board, I <br />will again be asking for their support in advancing the Mn/DOT <br />protect to the final stage. <br />
