Mn/DOT is not required by law to receive Ramsey County approval <br />to proceed with the construction of the final segment of New <br />T.H. 10 or its proposed interchange with County Road J. Mn/DOT <br />staff, however, has reviewed the proposals with us and has <br />solicited our comments. I know the municipalities' concern over <br />traffic noise and the other safety, health and welfare issues <br />that will arise from a project such as this. These issues are <br />also important to Ramsey County and I can assure you Ramsey <br />County will to every extent possible see these issues are <br />addressed by Mn/DOT rp lgr to implementation of the plan. <br />When the County Road J/New T.H. 10 interchange construction is <br />complete, several issues regarding local roads will need to be <br />addressed. For Ramsey County, these issues mainly concern the <br />condition, operation and jurisdiction of Old County Road J and <br />L ong Lake Road. Both of these routes are currently on the <br />County State -aid Highway system; however, depending on the final <br />design configuration, this may not be appropriate when <br />construction is complete. Ramsey County will at that time <br />conduct an analysis to determine what the appropriate <br />jurisdiction should be and recommend a course which will resolve <br />the issue. Should that recommendation result in municipal <br />ownership of those segments, Ramsey County will assist the City <br />in obtaining MSAS designation providing the segments meet the <br />criteria and municipal limits for MSAS designation. <br />The issues of County Road J and New 10 are many and complex. <br />Some, but not all, can be addressed with the Ramsey/Anoka County <br />project and others addressed as part of the Mn/DOT interchange <br />plan. Ramsey County shares the City 's concern that these issues <br />are addressed and will work to thtend on both proposals.
