r <br />Resolution . <br />Board of <br />.?amsey Coun y Commrssr'oners <br />Presented By Commissioner 4cCarty Date April 13 19E7 No. 87-216 <br />Attention: <br />Budget 6 Accounting; Ven Weltzin, Director Public Works <br />WHEREAS, A coordinated transportation network which provides reasonable <br />access to both the State and metropolitan highway systems is essential to the <br />economic development of an area; and <br />WHEREAS, I-694 in the City of New Brighton is congested from I-35W to the <br />Mississippi River; and <br />WHEREAS, The Northtown Highway System, of which Highway 10 is a part, will <br />provide much needed additional means of facilitating the movement of people and <br />goods between Ramsey County, North Hennepin County and Anoka County; and <br />WHEREAS, It is anticipated that the construction of Northtown Highway 10 and <br />the nearly completed construction of the Northtown river crossing would alleviate <br />some of the congestion on I-694; and <br />WHEREAS, If the I-694 bridge would be closed, for whatever reason, traffic in <br />northwest Ramsey County will become paralyzed, and the new Northtown Highway would <br />provide the only viable detour for the I-694 bridge; and <br />WHEREAS, A segment of the highway located along the proposed new alignment for <br />Trunk Highway 10 from I-35W to the North County Line has been built and used since <br />1972 as a temporary route; and <br />WHEREAS, This temporary segment of new Highway 10 from I-35W to the North <br />County Line has created a severe negative impact on Ramsey County Road J from New <br />Highway 10 to the existing Trunk Highway 65; and <br />WHEREAS, The construction of new Trunk Highway 10 between Ramsey County Road J <br />and Trunk Highway 10/47 is an essential component of the Northtown Highway corridor <br />in the northern metropolitan area and has been delayed for fifteen years; and <br />WHEREAS, An Environmental Impact Statement on the construction of new Trunk <br />Highway 10 has been completed and the proposed roadway has been designated as part <br />of the Trunk Highway System; and <br />RECEIVED <br />RAMS Y COU,•!TY <br />PUBLI—C WORKS <br />Diane Ahaem, Chain <br />By Continued <br />
