Coun � Cornmissioners <br />Presented By Commiqginnpr Danna Date August 14,.1979 <br />Attention: Ralph McGinley, County Administrator, Anoka County; Commissioner Kordiak; <br />Mr. William Crawford, Mr. Wayne Murphy, Mr. Richard Braun, Department of <br />Transportation; Ken Welton, County Engineer; Budget 6 Accounting: <br />j�l•EiF <br />WHEREAS, The Minnesota Department of Transportation is proceeding with the <br />review of the draft environmental impact statement which covers the selection of <br />alternate location and design proposals that will be the basis for the improve- <br />ment of Trunk Highway 10; and <br />WHEREAS, A public hearing was held at Westwood Junior High School on June 13, <br />1979, at which time a description of the alternatives was presented, consisting <br />of alternatives as follows: "do nothing," upgrading along the existing alignment <br />of Trunk Highway 10 and construction of a new facility paralleling and approxi- <br />mately one mile north of existing Trunk Highway 10; and <br />WHEREAS, It is the opinion of the Ramsey County Board of Commissioners that the <br />"do nothing" alternative does not address existing or future problems of traffic <br />safety or capacity and the upgrading of existing Trunk Highway 10 would have ser- <br />ious adverse impacts on adjacent properties along the roadway, require substantial <br />capital improvements to alleviate safety hazards and fail to adequately meet recog- <br />nized transporation needs; and <br />WHEREAS, A segment of highway located along the proposed new alignment for <br />Trunk Highway 10 from i-35W to the :forth County Line has been built and used for <br />several years and represents a significant financial investment and wise planning <br />in anticipating future traffic needs on the part of the Minnesota Department of <br />Transportation; and <br />WHEREAS, The new segment of Highway 10 from I-35W to the North County Line <br />has created a severe negative impact on Ramsey County Road J from New Highway 10 <br />to the existing 65; and <br />WHEREAS, I-694 in the City of New Brighton is extremely congested from I-35W <br />to the Mississippi River; and <br />WHEREAS, It is anticipated that the construction of Highway 10 and the North <br />Crosstown river crossing would alleviate some of the congestion on I-694; and <br />WHEREAS, A major river crossing between I-694 and the present crossing in Anoka <br />County is non-existent, and the proposed North Crosstown major river crossing will <br />provide a crossing about midway between these two locations; and <br />(continued) <br />ROBERT J.
