ITEM 7 <br />MEMO TO: Mayor and City Council <br />FROM: City Planner Hren <br />DATE: September 12, 1989 <br />SUBJECT: SUPERAMERICA WETLAND ALTERATION PERMIT, 7295 SILVER <br />LAKE ROAD, PLANNING CASE NO. 279-89 <br />Superamerica has purchased the chain of 7-11 Stores and is in the <br />process of converting the facade of the store to the Superamerica <br />logo. The subject 7-11 Store in Mounds View is located at 7295 <br />Silver Lake Road. The applicant requests a wetland alteration <br />permit to remove and replace the mansard on the building, remove <br />and replace the face of the free-standing sign, upgrade the <br />parking area, and upgrade the landscaping. The property is not <br />located within a wetland, however, it is located within the 100 <br />foot buffer zone of the wetland and, therefore, requires a <br />wetland alteration permit. <br />The Planning Commission reviewed this request at their meeting on <br />September 6, 1989, and recommended to the City Council approval <br />of the wetland alteration permit for the work listed above to be <br />performed in the wetland buffer area. To date, the Planning <br />Commission has not received plans for the upgraded parking and <br />landscaping area, however, it was their feeling that any <br />upgrading would be an improvement to the site and that the City <br />Forester would have the opportunity to review the plans and make <br />revisions if needed. The parking area needed some repair and <br />that would also be done. <br />Please find attached Resolution No. 264-89 that the Mounds View <br />Planning Commission approved regarding Superamerica's request. <br />This same resolution has been revised in City Council form for <br />your consideration. <br />MMH/BAC <br />Attachment <br />
