VQ-elvz" /�� <br />TO: Mayor & Council <br />FROM: Don Brager, Finance Director 1k <br />DATE: June 13, 1990 <br />SUBJECT: 1990 Truth In Taxation Timelines <br />I recently attended a Legislative Update session sponsored by <br />the League of Minnesota Cities. The 1990 Truth In Taxation <br />timelines and requirements are the same as were approved by the <br />Legislature in Special Session in 1989. They are: <br />No later than: <br />September 1 Cities certify proposed levy and budget to <br />the County Auditor <br />Cities select initial and continuation hearing <br />dates <br />November 10 Counties mail parcel specific notices of <br />proposed property taxes to all property owners <br />November - Cities publish newspaper ads of their <br />December proposed levy and date of budget hearing <br />November 15 - Cities hold public hearing(s) on their <br />December 20 budgets and proposed levy. The budget and <br />levy must be adopted at one of the public <br />hearings. <br />December 28 Cities certify final levies to the County <br />Auditor <br />A City may not increase it's proposed levy after certification <br />to the County Auditor on or before September 1 but may reduce it <br />at the public hearing on the budget. The levy certifed is, in <br />effect, a maximum amount that may be levied. Proposed budgets <br />are not restricted in this way. The final budget adopted at the <br />public hearing may be increased or decreased from the amount <br />certified in September. Public hearings of the various taxing <br />jurisdictions may not be held on the same day. Since the City is <br />the last to choose it's hearing date we may, as we did last <br />year, have to hold the budget hearing(s) on a day other than <br />Monday as the school board meets on the same Mondays each m.inth <br />that we do and they choose first. The County Auditor is to <br />notify us by August 20 of the dates that the County and Schocl <br />District have chosen for their hearings. <br />Last year we certified a maximum levy by September 1 and per <br />
