Page 9 <br />August 10, 1987 <br />are estimated to be $1,013,652 in 1988, This is an increase of <br />8.13% over 1987's levy of $937,458. This is greater than would <br />be expected given the limitation of a 38 increase to the City's <br />levy limit base pursuant to State Law. The reason is the <br />relationship of local government aids and limited property <br />taxes. he City's levy limit base is the sum of the City's <br />previous property tax levy plus local government aids. This base <br />is adjusted for population growth and infiation. The City's <br />population increased 28 from 1986 to 1987 and an iseflation <br />increase of 38 was permitted. Thus, our levy limit base was <br />increased by 58.for 1980. The City's property tax limit is <br />obtained by subtracting certified 1908 local government aid from <br />the adjusted levy limit base. Certified 1988 local government <br />aid is Lhe same amount as that scheduled to be received during <br />1987. Because the levy limit base (of which local goverment aids <br />is a part) was increased but local government aids remained <br />constant., property taxec thus increase by a rate greater than the <br />rate at which the levy limit base increased. Collections of <br />delinquent taxes and penalties and interest are estimated to be <br />the same in 1988 as in 1937. <br />Licenses and permits account for 'fees charged for the iesuaace of <br />various types of business licenses and building permits. <br />Estimated license fees are $53,801 for 1988 compared to $50,785 <br />11, 1987. Permits are estimated to be $38,000 compared to $39,700 <br />for 1987. <br />Fines 6 Forfeits account for the City's share of Ramsey County <br />Municipal Court fines and Highway patrol fines plus <br />Administrative Offenses. Estimates of Court ffinesand <br />tHighway <br />patrol fines are based upon average amounts r <br />he past <br />few years. Administrative Offenses are based upon past <br />collections as well as adjustments that have been made to fines <br />for various offenses. Total fines qnd forfeits are estimated to <br />be $6,091 more in 1988 than 1987. <br />Intergovernmental Revenues record various revenues received from <br />the State of Minnesota and Ramsey County. Estimated 1988 <br />Homestead Credit Aid is included in Account 3010, Current Ad <br />Valorem Property Taxes and will be transferred to Account 3315, <br />Homestead Credits when available from Ramsey County. Local <br />Government Aid in 1988 will be the same amount received in 1987. <br />Police Aid is expected to increase by approximately $6,000 in <br />1988 according to information provided by the League of Minnesota <br />Cities. Minnesota State Aids -Streets and County State Aid is <br />expected to remain approximately the same in 1988 as in 1987. <br />Total Intergovernmental Revenues of $675,957 are expected in 1988 <br />compared to $66n,365 for 1987. <br />Current Services record Planning <br />from various customer. services. <br />1988 are estimate' to be $3,800. <br />Commission fees as well as fees <br />Current Services revenues for <br />This is an anticipated increase <br />of $1,400 from 1987 estimated revenues of : .+20• <br />
