Mounds View City Council <br />Regular Meeting <br />--------------------------- <br />January 26, 1987 <br />Page Two <br />---------------------- <br />Motion/Second: Ilankner/Blanchard to approve the consent <br />agenda, as amended, and waive the reading of the <br />resolutions. <br />5 ayes 0 nays <br />Clerk/Administrator Pauley explained the pirpose of <br />proposed Resolution No. 2159 is to make permanent <br />appointments for 1987 for the official +tawtif.•sper and <br />depository for the City. He stated Staff had <br />received proposals from various newspapers and banks <br />in the area and would recommend the bank and newspaper <br />remain the same for the coming year. <br />Motion/Second: Hankner/Quick to approve Resolution <br />No. 2159, amending Resolution No. 2148 appointing <br />the official newspaper and official depository for <br />1987, and waive the reading. <br />5 ayes 0 nays <br />Clerk/Administrator Pauley reported that, following <br />the direction of the Council, Staff has prepared a <br />smoking and non-smoking policy for Staff and City <br />ball. I. 140tion/Second: Quick/Wuori to approve Resolution <br />No. 2158, adopting a smoking policy, and waive the <br />reading. <br />5 ayes 0 nays <br />Councilmember Blanchard stated she was supportive <br />of the concept, but questioned whether it was <br />necessary to do in resolution form, versus making <br />it an administrative policy. <br />Clerk/Administrator Pauley explained that by having <br />it in resolution form, it will be much easier for <br />him to enforce, 'whereas if it was an administrative <br />policy, employees could choose to ignore it, and <br />he would then have to go to the Council with the <br />problem. <br />Clerk/Administrator Pauley explained this is a <br />temporary action which will be rescinded once <br />the personnel code is amended. Fie explained this <br />will establish a policy regarding accrual and use <br />of benefits by employees who have used up all their <br />sick leave, vacation and comp time but continue to <br />be absent due to illness. <br />Motion Carried <br />7.
