i <br />D- <br />I <br />MEMORANDUM <br />TO: FILE <br />FROM: GLEN VANWORMER <br />DATE: MARCH 23, 1987 <br />SUBJECT: MOUNDS VIEW HIGHWAY 10 SILVER LAKE ROAD <br />AMOCO PROPOSAL GAS STATION TRAFFIC REVIEW <br />The proposed Amoco service station in the southwest corner of the <br />intersection of highway 10 and Silver Lake Road will not generate <br />any significant increase in traffic volume. Approximately <br />seventy five percent of the trips to the service station will <br />come from traffic already on Highway 10 or Silver Lake Road. The <br />remaining twenty five percent will be special trips to the <br />service station for gasoline or other items. This volume is <br />extremely low relative to the existing volumes on Highway 10 and <br />Silver Lake Road. <br />A review of the access from the service station to the roadways <br />reveals some concerns. Access to Highway 10 will be in the <br />middle of a right turn lane. This is undesirable, although other <br />examples of similar drives are located along Highway 10. In <br />addition, the angle of the entrance is oriented to the north to <br />provide favorable access for southbound traffic. This will <br />reduce the amount of slowdown by decelerating traffic in the turn <br />lane headed for the service station. However, it creates some <br />problems for outbound traffic in that they have to make more than <br />a ninety degree turn. Concerns exist that traffic might be <br />inclined to travel the wrong way on Highway 10, headlights will <br />be facing slightly north into the line of southbound traffic and <br />the right turn can't be made by a truck with out utilizing both <br />Highway 10 lanes. The driveway also is partially in front of the <br />adjacent property. The applicant will have to obtain a permit <br />from the Minnesota Department of Transportation and it is likely <br />that they will force him to place the driveway on his own <br />property or obtain some type of a cross easement with the <br />adjacent property. The angles and other items will also have to <br />be modified. <br />Access to Silver Lake Road should not create any significant <br />problems. Access out of the station may be delayed if the backup <br />of traffic on Silver Lake Road for the signal on Highway 10 <br />extends beyond the entrance. This will create an internal <br />traffic problem for the Amoco station but will not affect the <br />traffic on Silver Lake Road. Movements into the station should <br />not create any problems. <br />The drawing indicates a future driveway to the property to the <br />northwest. This will cause traffic to go from Silver Lake Road <br />thru the gas station past the gas pump areas to the northerly <br />
