MEMO TO: Clerk -Administrator Pauley <br />FROM: City Planner Herman <br />DATE: December 17, 1987 <br />SUBJECT: DYNAMIC DESIGNERS, PLANNING CASE NO. 138-83 <br />7656 AND 7660 WOODLAWN DRIVE <br />CBAPTERS 48, 49 AND 49A REVIEW BY CITY <br />Dynamic Designers is proposing to develop two fourplexes on their <br />property. The Planning Commission began the review process at <br />the December 16 meeting by discussing Chapter 40 issues. In a <br />previous memo received by the City Council, it stated two <br />variances were needed for this proposal. After further review, <br />Staff has found that the variance for usable open space is not <br />needed; please see attached. <br />The Planning Commission has requested that the developer resubmit <br />a plan with some proposed changes to the driveway and parking <br />areas. I anticipate receiving this in time for the next Planning <br />Commission agenda session. <br />The issue of a wetland alteration permit and conditional use <br />permit for filling was only briefly discussed at the December 16 <br />meeting. In keeping with Chapter 48, the wetland alteration <br />permit is being directed to the Council for their direction as to <br />the review process. <br />A fair amount of information is already known about the wetland <br />i:, which this development lies. Short -Elliott -Hendrickson is <br />conducting a study of the drainage basin in that area and will in <br />the near future be able to give the City information on the <br />impact this proposal will have on the wetland and storm drainage <br />and run-off. <br />Attached is the phosphorus stripping calculations submitted with <br />this plan. Tile City Engineer has reviewed this submittal and is <br />comfortable with its conclusion. <br />There is agreement that the wetland is larger than it need be <br />based on run-off, flooding, and stripping capabilities. The <br />question is how much filling can occur at that wetland and then; <br />what proportion of that filling can occur for this proposal. <br />Additional issues such as lot size and frontage need also to be <br />addressed. <br />I will be at your December 21 meeting to discuss this issue <br />further and receive your direction. <br />KJH/bac <br />Attachments <br />
