MAYOR AND CITY COUNCIL <br />PAGE TWO <br />DECEMBER 16, 1987 <br />$2,831.40 to $3,775.20. <br />The specific language of the contract wouldindicate <br />that the employee would be on standby duty <br />seven day period with the specific time <br />y to period <br />day and <br />indicated, most likely from a <br />that the employee would be only paid for the callout <br />duty should they actually be required to leave their <br />home and respond to a service call. It would be <br />clearly stipulated in the contract and understood by <br />the employees that the City would not be paying <br />them <br />for receiving phone calls or responding to citizens <br />concerns over the phone not requiring their actual <br />travel to the City to deal with the matter. <br />Fund_ Source.. With the cost of the standby duty <br />being between $2,800.00 and $3,800.00 and the cost <br />for pager rental being approximately $150.00 per <br />year, the City would need between $3,000.00 and <br />$4,000.00 in 198S to fund this change in practices. <br />As you all know, the position of Public kthe year <br />Director/City Engineer was fully funded for <br />1980 bu: the pnGitinn will not be filled until <br />approximately April 1st. At a budgetea annual <br />salary of $40,877.00, the vacanc406n4this <br />srpO ition <br />month or <br />would result in a saving. 406.4 which would be <br />$10,219.26 for the three month period <br />divided equally between <br />the General of Fund, <br />Watertand <br />Sewer for a savings per <br />funcity's callout practices relate to callouts for all <br />types of activities including water, sewer and <br />streets, I would suggest that the cost of the new <br />program be divided equally between Water, Sewer and <br />General Fund therefore based upon the above <br />information there would be more than adequate monies <br />in both of these funds to coverthe costsic Of this <br />new program with the vacancy of <br />Pubks <br />Director/City Engineer position. <br />RECOMMENDATION: Staff would recommend that Coureil <br />authorize the negotiation of a change in the Publicorks <br />contract to add a clause for standby duty <br />outlining the <br />provisions contained above and to lease a pager from <br />AIRSIGNAL, INC. at a cost of $11.00 per month.
