Mounds View City Council <br />Regular Meeting <br />February 22, 1988 <br />Page Two <br />------------------------------------------- <br />Mayor Linke closed the regular meeting and opened the <br />first public hearing at 7:10 PM. <br />Clerk/Administrator Pauley explained that during the <br />1987 Legislative session, the State statute was amended <br />for the filings for local elective offices. He added <br />the Charter Commission has reviewed the proposed <br />ordinance and recommends adoption by the City Council. <br />Mayor Linke closed the public hearing and reopened the <br />regular meeting at 7:12 PM. <br />Motion/Second: Quick/Blanchard to have the first reading <br />of Ordinance No. 435, amending Chapter 4, Section 4.02 <br />of the :.Tome Rule Charter of the City of Mounds View, and <br />waive the reading. <br />5 ayes 0 nays <br />Mayor Links closed the regular meeting and opened the <br />second public hearing at 7:13 PM. <br />Planner Herman presented an overhead sketch of the <br />area and reviewed the reasoning for designation of <br />the municipal development district plan and the tax <br />increment financing plans. She added the Planning <br />Commission had passed a resolution on February 17, <br />supporting the lax increment plan for this area. <br />Pat Rickaby, 8343 Groveland Road, stated she is <br />opposed to tax increment financing, and as in the words <br />of one Planning Commissioner, she feels it is corporate <br />welfare on the backs of the residents. She added she <br />is opposed to this proposal based on the wetland that <br />would be destroyed on the property, and she feels there <br />would be a good deal of impact on the environment and <br />wetland in the area. <br />Mayor Linke clarified that there is no development <br />proposed at this point. <br />Planner Herman aLa"=.. <br />there is no development agreement <br />or approval of a project for this property, and that a <br />budget has been proposed only for the purpose of <br />receiving tax increment financing. <br />Sandy Krough, 7827 Bona Road, asked what tax increment <br />financing is. <br />Mayor Linke explained it is a process of using future <br />tax dollars, and the developer pays for it rather than <br />the residents. He added the Council will not approve <br />anything longer than 15 years. <br />6.
