Comparable Worth The least onerous of the various <br />Comparable Worth Law amendments was adopted during 1988. <br />The new law will require that local governments file <br />their reports with the state by October T, 1988 and <br />implement their program for correcting inequities by <br />December 31, 1991. As the City of Mounds View has been <br />certified by the Commissioner of Employee Relations as <br />complying with the requirements of the previous law, this <br />matter does not apply to the City of Mounds View. <br />5. Workers Compensation Cancer Presumption This law enacts <br />a presumption that active firefighters who contract <br />disabling cancer caused by heat radiation or carcinogen <br />exposure have an -"_rational disease for workers <br />compensation benefits. <br />6. Certificates of Indebtedness - Charter Cities. Charter <br />cities are now authorized to issue Certificates of <br />Indebtedness (also known as Equipment Debt Certificates) <br />up to 19 of the city's assessed value per year if not <br />specifically prohibited by the Charter. Since the <br />Charter does rot address the Equipment Debt Certificate <br />or Certificate of Indebtedness issue, this law will apply <br />to the City of Mounds View. <br />7. Certification Date Change. The October 10 certification <br />date has been changed to October 25 and applies to all <br />units of local government. The first installment payment <br />of local government aid and homestead credit has been <br />changed from July 15 to July 20. <br />Obscene Materials. Chapter 406 defines and prohibits <br />obscene performances, and includes plays, motion <br />Pictures, dances or other exhibitions performed before an <br />audience. Violation of this law is a gross misdemeanor <br />which would be prosecuted by the Cit.? Attorney subject to <br />a maximum $3,000 fine and up to one year imprisonment. <br />Second violation within five years is a felony with <br />a maximur„ penalty of two years imprisonment and a fine of <br />$10,000. <br />9. Volunteers Covered y Tort Immunity. Chapter 701 <br />provides that for the purposes of the Municipal Tort <br />Liability Act an employee includes a person acting on <br />behalf of the municipality in an official capacity, <br />temporarily or permanently, with or without compensa- <br />tion but not an independent contractor. <br />10. Camoaien Practices. As previously aluded to in an <br />Administrative N:wsletter, a candidate for any elective <br />office including Mayor or Council positions which <br />
