Mounds View City Council June 23, 2025 <br />Regular Meeting Page 5 <br /> <br />Public Works Superintendent Szurek reported the City has had its current street sweeper since <br />2014. He commented further on the maintenance this unit has required and discussed how tough <br />the sand was on this piece of equipment. <br /> <br />Council Member Clark discussed how the repairs costs for the current unit were quite high and <br />noted she supported the purchase of the new street sweeper. <br /> <br />Vince Meyer, 8380 Spring Lake Road, asked if the current street sweeper would be traded in or <br />put up for auction. <br /> <br />Mayor Lindstrom reported the current street sweeper would be traded in and the City would be <br />receiving $40,000 for this piece of equipment. <br /> <br />MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 10113, <br />Authorizing the Purchase of a 2025 Tymco, 500X Freightliner Street Sweeper. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />D. Resolution 10119, Ardan Park Wetland Banking. <br /> <br />Public Works/Parks and Recreation Director Peterson requested the Council adopt a Resolution <br />that would approve wetland banking for Ardan Park. He reported staff has been working on the <br />wetland banking for some time and after submitting an application with BWSR, Ramsey County <br />and the Army Corp of Engineers. He explained staff received comments from the Army Corp <br />noting there was concerns with establishing the wetland banking so close to the Anoka County <br />Airport. He stated potential bird strikes were addressed. He indicated both the FAA and UDA has <br />determined that the creation of wetland banking would not increase wildlife hazards to the Anoka <br />County Airport. After addressing the comments from the Army Corp, he received feedback that it <br />was reasonable to move forward with the prospectus application. He commented further on the <br />process that would be followed for the formal review and noted Stantec has estimated it would <br />cost $29,300 for the next steps to be completed, which included hydrology modeling, site <br />investigation and concept design for the wetland banking, as well as panel and TEP meetings. <br /> <br />Council Member Meehlhause asked what the benefits were of the wetland banking. Public <br />Works/Parks and Recreation Director Peterson reported the State of Minnesota and DNR highly <br />value wetland banking. He indicated this wetland bank would allow the City to sell credits to <br />developers. He stated by creating this wetland bank, it would lock in the area and protect it from <br />any future development. He provided further comment on how this would be the first wetland <br />banking project in Ramsey County in quite some time. <br /> <br />City Administrator Zikmund explained the City would be able to determine the price for the <br />wetland credits if there was interest from a developer. <br /> <br />Mayor Lindstrom inquired if there would be a buffer between the wetland banking area and the <br />adjacent homes. Public Works/Parks and Recreation Director Peterson stated there would be. <br />
