PUBLIC HEARING: Second Reading and Approval of Ordinance 1049, an <br /> 3 Ordinance Adopting the 2026 City of Mounds View Fee Schedule. ROLL <br /> 4 CALL VOTE <br /> 5 <br /> 6 City Administrator Zikmund requested the Council approve an Ordinance that would adopt the <br /> 7 2026 Fee Schedule. He reported staff has received no input on this Ordinance and recommended <br /> 8 approval. <br /> 9 <br /> 10 Council Member Smith asked if Appendix A should refer to 2024 State Statutes or 2025 State <br /> 11 Statutes. City Administrator Zikmund explained he would look into this. <br /> 12 <br /> 13 Council Member Clark inquired if the chicken keeping fees could be prorated for new license <br /> 14 holders or if the initial license run for 18 months. City Administrator Zikmund reported this would <br /> 15 have to be a decision made by the City Council. <br /> 16 <br /> 17 Council Member Gunn stated if this change were made for chicken keeping licenses, this same <br /> 18 policy would have to be followed for business licenses, beekeepers, etc. <br /> 19 <br /> 20 Mayor Lindstrom opened the public hearing at 6:35 p.m. <br /> 21 <br /> 22 Hearing no public input, Mayor Lindstrom closed the public hearing at 6:35 p.m. <br /> 23 <br /> 24 MOTION/SECOND: Clark/Smith. To Waive the Second Reading and Adopt Ordinance 1049, <br /> 25 an Ordinance Adopting the 2026 City of Mounds View Fee Schedule directing staff to review the <br /> 26 language in Appendix A. <br /> 27 <br /> 28 ROLL CALL: Clark/Gunn/Meehlhause/Smith/Lindstrom. <br /> 29 <br /> 30 Ayes— 5 Nays—0 Motion carried. <br /> 31 <br /> 32 B. PUBLIC HEARING: Resolution 10159, Adopting a Special Assessment Levy <br /> 33 for Delinquent Public Utility Accounts. <br /> 34 <br /> 35 Finance Director Bauman requested the Council approve a Resolution adopting a special <br /> 36 assessment levy for delinquent public utility accounts. She reported the list includes delinquent <br /> 37 utilities for 2025, noting the amount was higher this year than in 2024. She requested the Council <br /> 38 hold a public hearing and adopt the special assessment levy for the delinquent utilities. <br /> 39 <br /> 40 Mayor Lindstrom asked at what point the water is shut off for residents. City Administrator <br /> 41 Zikmund reported a previous Council made the decision that this action would not occur,but rather <br /> 42 the City would assess the outstanding utility fees to the property for those residents. <br /> 43 <br /> 44 Mayor Lindstrom commented on how the number of outstanding accounts was abnormally high <br /> 45 for 2025. Finance Director Bauman stated this was the case. City Administrator Zikmund <br /> 46 indicated there were twice as many properties on the list for 2025 than in the previous nine years. <br />
