The 60-day deadline for final action by the <br /> City Council per State Statute 15.99 is November 22, 2025. The city can extend the review period <br /> an additional 60 days, per State Statute. <br /> Recommendation — Comprehensive Plan Amendment: <br /> Staff recommend that the City of Mounds View Planning Commission recommend approval of the <br /> future land use amendment of the parcel at 2716 Hillview Road with the following findings of fact <br /> and conditions of approval: <br /> Findings of Fact for Comprehensive Plan Amendment <br /> 1) The parcel with the address 2716 Hillview Road is currently owned by Mounds View <br /> Economic Development Authority and is currently vacant. <br /> 2) Sinan Music proposes to develop four-attached row-style townhome units. <br /> 3) The proposed amendment aligns with City of Mounds View's Comprehensive Plan's goals, <br /> policies, and objectives, including: <br /> a. Promote Housing Diversity <br /> b. Support Land Use Efficiency <br /> c. Encourage Compatible Land Use Transitions <br /> d. Strategically Invest in Redevelopment Opportunities <br /> e. Amend the Future Land Use Map and/or Zoning Map <br /> Conditions of Approval for Comprehensive Plan Amendment <br /> 1) The parcel located at 2716 Hillview Road shall be re-designated from Single-Family <br /> Detached Residential to Multi-Family Residential on the City's Future Land Use Map. <br /> 2) Prior to issuing building permits, the applicant shall obtain approval for stormwater <br /> management. <br /> 3) Following City Council approval, the amendment shall be submitted to the Metropolitan <br /> Council for review and final approval. <br /> 4) The applicant shall submit a detailed site plan for review and approval by City staff, <br /> ensuring compliance with all applicable zoning, design, and engineering standards. <br /> 5) The applicant shall pay all fees and escrows associated with this request. <br /> Recommendation — Rezoning Request: <br /> City staff recommend that the City of Mounds View Planning Commission recommend approval <br /> of the rezoning of the parcel at 2716 Hillview Road with the following findings of fact and conditions <br /> of approval: <br /> Findings of Fact for Rezoning <br /> 1) The parcel with the address 2716 Hillview Road is currently owned by Mounds View <br /> Economic Development Authority and is currently vacant. <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
