City Council Staff Report <br />2/23/2026 – Future Land Use Amendment, Rezoning, and Preliminary Plat <br />7687 Long Lake Road <br />Page 11 <br /> <br /> <br /> <br />The Mounds View Vision <br />A Thriving Desirable Community <br />Recommendations <br /> <br />Preliminary Plat <br />Staff recommends approval of the proposed preliminary plat Suite Living of Mounds View, <br />subdividing the existing property of 7687 Long Lake Road (Parcel ID 083023220038) into two <br />parcels, as shown on the preliminary plat prepared by Civil Site Group and dated 1/8/2026. The <br />following findings and conditions of approval are recommended: <br />1. The property of 7687 Long Lake Road (Parcel ID 083023220038) is owned by Free Life <br />Family Worship Center, and is currently legally described as THE WEST 388.50 FEET <br />OF THAT PART OF THE NORTHWEST QUARTER OF THE NORTHWEST QUARTER <br />OF SECTION 8, TOWNSHIP 30, RANGE 23 LYING NORTH OF THE NORTH LINE OF <br />THE SOUTH 15 ACRES THEREOF, RAMSEY COUNTY, MINNESOTA. <br />2. The applicants, on behalf of the property owner, propose to subdivide the property into <br />two parcels, proposed as Lot 1 and Lot 2. Lot 1 is proposed to be 2.770 acres in size, <br />and Lot 2 is proposed to be 3.581 acres in size, as shown on the proposed preliminary <br />plat of Suite Living of Mounds View. <br />3. The property is currently zoned as ‘Single-Family Residential’ (R-1), and is within the <br />County Road 10 Corridor Overlay District. Both of the proposed lots meet the minimum <br />dimensional requirements of the R-1 zone. <br />4. The applicant, on behalf of the property owner is proposing to amend the future land use <br />map and rezone the proposed Lot 2 to ‘Planned Unit Development (PUD)’ in order to <br />develop the site into a ‘senior housing’ development. <br />5. The proposed preliminary plat meets the requirements of Section 158 of city code. <br /> <br />Conditions of Approval: <br />1. The proposed subdivision shall adhere to the plans as shown on the proposed <br />preliminary plat Suite Living of Mounds View, subdividing the existing property of 7687 <br />Long Lake Road (Parcel ID 083023220038) into two parcels, as shown on the <br />preliminary plat prepared by Civil Site Group and dated 1/8/2026. <br />a. Drainage and Utility easements ten feet in width, centered along lot lines, shall <br />be provided on the preliminary plat per Section 158.043(A) of city code prior to <br />final plat approval. <br />b. Drainage easements shall be provided on the preliminary plat over the delineated <br />wetlands, per Section 158.043(B) of city code prior to final plat approval. <br />c. An additional seven (7) feet of ROW shall be dedicated to Ramsey County for <br />County Road I (the north lot line of proposed Lot 1) in order for the ROW to <br />conform with the Ramsey County Major Street Plan. <br />2. Fees in lieu of park land dedications, as required in Section 158.060 and 158.061 of the <br />city code shall be made to the city prior to or upon approval of the final plat of the <br />proposed subdivision Suite Living of Mounds View. <br />3. The applicant and city shall enter into a Development Agreement for the proposed <br />subdivision. <br />4. The Final Plat of the proposed subdivision Suite Living of Mounds View shall be <br />approved and recorded within one year of approval of the preliminary plat by City <br />Council. <br />5. Proposed development on proposed Lot 2 shall adhere to requirements of the <br />Department of Public Works, per the memorandum dated 1/9/2026.
