The applicant shall acquire all other applicable local, County, State, and Federal permits <br />and approvals for the proposed subdivision. <br />7. The applicant shall adhere to applicable local, County, State, and Federal requirements <br />for the proposed subdivision. <br />8. The applicant shall pay all fees and escrows associated with this request. <br /> <br />Comprehensive Plan Amendment <br /> <br />Staff recommends approval of the request to amend the Future Land Use Map within the 2040 <br />Comprehensive Plan, to guide Lot 2 (as shown in the preliminary plat Suite Living of Mounds <br />View prepared by Civil Site Group and dated 1/8/2026 subdividing the existing property of 7687 <br />Long Lake Road (Parcel ID 083023220038) into two parcels) as ‘mixed-use’. The following <br />findings and conditions of approval are recommended: <br />1. The property of 7687 Long Lake Road (Parcel ID 083023220038) is owned by Free Life <br />Family Worship Center, and is currently legally described as THE WEST 388.50 FEET <br />OF THAT PART OF THE NORTHWEST QUARTER OF THE NORTHWEST QUARTER <br />OF SECTION 8, TOWNSHIP 30, RANGE 23 LYING NORTH OF THE NORTH LINE OF <br />THE SOUTH 15 ACRES THEREOF, RAMSEY COUNTY, MINNESOTA. <br />2. The applicants, on behalf of the property owner, propose to subdivide the property into <br />two parcels, proposed as Lot 1 and Lot 2, as shown on the proposed preliminary plat of <br />Suite Living of Mounds View prepared by Civil Site Group and dated 1/8/2026. <br />3. The applicant, on behalf of the property owner is proposing to amend the future land use <br />map and rezone the proposed Lot 2 to ‘Planned Unit Development (PUD)’ in order to <br />develop the site into a ‘senior housing’ development. <br />4. The requested amendment is to change the future land use designation of Lot 2 from <br />“public/semi-public” to “mixed use”. <br />5. The proposed amendment aligns with the City of Mounds View’s Comprehensive Plan, <br />specifically Land Use Policy Goal 5 and Housing Policy Goal 3. <br />6. The proposed amendment aligns with the Mounds View Square Redevelopment Study <br />(2023), which calls for guiding the area including the proposed Lot 2 as ‘mixed-use’ to <br />allow for a variety of uses and development options. <br /> <br />Conditions of Approval: <br />1. The proposed Lot 2 (as shown on the proposed preliminary plat of Suite Living of <br />Mounds View prepared by Civil Site Group and dated 1/8/2026) shall be re-designated <br />from “public/semi-public” to “mixed use” on the city’s Future Land Use Map. <br />2. Following City Council approval, the amendment shall be submitted to the Metropolitan <br />Council for review and final approval. <br />3. The applicant shall pay all fees and escrows associated with this request. <br /> <br />Rezoning <br /> <br />Staff recommends approval of the request to rezone proposed Lot 2 (as shown in the <br />preliminary plat Suite Living of Mounds View prepared by Civil Site Group and dated 1/8/2026 <br />subdividing the existing property of 7687 Long Lake Road (Parcel ID 083023220038) into two <br />parcels) as ‘Planned Unit Development (PUD)’.
