Mounds View City Council March 9, 2026 <br />Regular Meeting Page 3 <br /> <br /> <br />City Administrator Zikmund requested the Council adopt an ordinance that would regulate the use <br />of municipal public property. He reviewed the information that was provided by the City Attorney <br />and reiterated that this would be a policy that would be overseen by the City Administrator. <br /> <br />Council Member Clark expressed concern with the fact there were language differences in the <br />ordinances. <br /> <br />Mayor Lindstrom stated he believed the entire version of the ordinance was within the packet, just <br />the order may have been mixed up. He supported the Council moving forward with the Ordinance <br />approval and staff can review the language further. <br /> <br />Council Member Smith asked if the policy was part of this ordinance. City Administrator Zikmund <br />clarified the policy was not part of the ordinance. <br /> <br />MOTION/SECOND: Gunn/Clark. To Waive the Second Reading and Adopt Ordinance 1056, <br />Regulating Use of Municipal Public Property directing staff to publish an ordinance summary. <br /> <br />ROLL CALL: Clark/Gunn/Meehlhause/Smith/Lindstrom. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />MOTION/SECOND: Gunn/Meehlhause. To Approve the City of Mounds View Separation <br />Ordinance Policy. <br /> <br />Council Member Smith explained she would not be going up to, nor would she be identifying any <br />squad car or ghost vehicle. She commented she did not have the authority to walk up to a federal <br />agent and ask why they were operating in the community. She indicated this policy would require <br />the City Councilmembers to do this, and she wanted to make it clear that she would not be taking <br />this action. <br /> <br />Council Member Meehlhause questioned if the intent of the policy language was to have a City <br />employee if they observe a vehicle in the City, report this to the City Administrator. <br /> <br />Council Member Gunn stated this was how she was reading the policy. <br /> <br />Council Member Smith expressed concern with the fact the City may be blowing the cover of <br />undercover federal agents working in the community. She did not support City officials taking <br />this action. <br /> <br />Mayor Lindstrom stated he anticipated suspicious vehicles calls will be made to the police <br />department and the police department could make a determination on what activity was occurring. <br />If it was determined there were federal agents conducting immigration activities, the City <br />Administrator would then be contacted and could take action. <br />
