Discussion: <br /> In 2023, the City began a Storm Water assessment and maintenance program. Staff and <br /> Council determined the funding of these projects would be a challenge given the limited funds in <br /> the Storm Water account and costs of the projects. <br /> Staff were challenged to find grants and other funding options to achieve the goal of the Council <br /> to facilitate storm water and various other projects. <br /> Success! <br /> Staff have been successful in the City receiving or being awarded the following grants: <br /> • BWSR - Habitat Grant(Silver View and Ardan Pond Projects) $164,500.00 <br /> • RCWD—Silver View Pond Project(BMPs) $100,000.00 <br /> • Arts and Cultural Heritage Funds (Tribute Park) $ 10,000.00 <br /> • MNDNR - ReLeaf Grant(Judicial Ditch 5) $149,624.00 <br /> • MPCA—Stormwater Planning (Edgewood Ponds) $242,000.00 <br /> • Federal Highway Transportation (SS4A—Streets/Roads) $176.000.00 <br /> $841,824.00! <br /> Staff continue to search for additional grants that can be applied for to assist the City with the <br /> long-term goal of improving and maintaining the infrastructure. Tracking these grants can be a <br /> daunting task on its own as the grantor requires audits to ensure the money is being utilized as <br /> originally requested. <br /> Staff realized assistance with tracking these grants and ensuring that the City assets were <br /> accounted for regarding maintenance and costs because this aids in making decisions on future <br /> repairs and/or replacement; a software program was required. <br /> -Further=D+scussion -- <br /> Staff began reviewing various asset management software's such as Brightly, Civic Plus, <br /> Citylogix, Facility Force, OpenGov, Beehive, Trimble Asset, and PSD City Wide. <br /> Staff found that all Asset Management Software is not created equally because they may be <br /> specific to vehicle maintenance, building maintenance or construction inspections, and were <br /> open Al models. The question arose regarding a data breach incident that occurred with <br /> OpenGov. Staff researched and consulted with Metro Inet; the issue that occurred was an <br /> improper setup of a licensing module not a data breach. <br /> Staff selected three companies to review and present to the panel comprised of Admin Public <br /> Works employees and OpenGov was selected as being able to best meet the needs of the <br /> Department and the best fit for the City. <br /> OpenGov would aid in the inventory, management, and maintenance of the City of Mounds <br /> Views capital dollar investment in streets, municipal water utilities, storm and sanitary sewer <br /> utilities, parks, trees, vehicles, building facilities as well as other infrastructure. <br /> OpenGov made a presentation to the City Council, at the March 30, 2026, Work Session, with <br /> the consensus from the Council to proceed and work with OpenGov regarding the costs and <br /> implementation. <br /> Goals for Asset Management Software are, but not limited to: <br /> • Establish a central system for work requests <br /> • Strengthening data to support budgeting and Staffing decisions <br /> • Consolidating data across the system <br />
