The two lots are abutting each other, and share a common lot line. Both <br /> properties have single-family homes on them. 8408 is 17,922 square feet (SF) in size, while <br /> 8428 is 30,468 SF in size, per the applicant's survey. According to Ramsey County records, the <br /> house on 8408 was built in 1951, while the house on 8428 was built in 1944. <br /> This shared lot line between the two properties currently runs through the existing driveway and <br /> patio of the 8408 property. The applicants are proposing to shift the shared lot line to the north, <br /> which would bring the 8408 property into compliance with the zoning code. With the proposed <br /> change, the 8408 property would increase to a size of 23,400 SF, while 8428 would decrease to <br /> a size of 23,981 SF. No other changes to the properties are being proposed at this time. <br /> Section 158.004 of the city's Subdivision Code defines a Subdivision as "The division of a <br /> parcel(s) of land into two or more lots or parcels. The term includes re-subdivision and, when <br /> appropriate to the context, shall relate to the process of subdividing or to the land subdivided. <br /> Any change in property lines constitutes a SUBDIVISION." <br /> The Subdivision Code further states, in Section 158.020(A), that all subdivision requests require <br /> full platting. This means a preliminary plat and final plat are required to be submitted, reviewed, <br /> and approved by the city to approve this request. The applicant's proposed preliminary and final <br /> plat have been submitted to the city for concurrent review and approval. The proposed plat of <br /> Jahnke Acres shows the 8408 property as Lot 2, and 8428 as Lot 1. <br /> Section 158.020 outlines the process to review a preliminary plat. The preliminary plat is <br /> reviewed by the Planning Commission, and approved or denied by the City Council. The <br /> process for review of a final plat is outlined in Section 158.026. Final plats are to be approved or <br /> denied by the City Council; review of final plats by the Planning Commission is optional. <br />
