To Accept the 2025 Financial Reports and Audit <br /> 2 Results. <br /> 3 <br /> 4 Ayes—5 Nays—0 Motion carried. <br /> 5 <br /> 6 B. National Public Works Week Proclamation (to be read aloud). <br /> 7 <br /> 8 Mayor Lindstrom read a proclamation in full for the record declaring May 17 through May 23, <br /> 9 2026 to be National Public Works Week in the City of Mounds View. <br /> 10 <br /> 11 C. 2026 MVPD Quarter 1 Report- Police Chief Zender. <br /> 12 <br /> 13 Police Chief Zender presented the Council with the first quarter report from the Mounds View <br /> 14 Police Department. He reported this week was National Police Week and he thanked his officers <br /> 15 for serving the community with integrity,professionalism,dedication and bravery on a daily basis. <br /> 16 He remembered and honored those who have given their lives in the line of duty. He provided <br /> 17 further information on the events that occurred in Quarter 1 and thanked all who participated in <br /> 18 the Daddy Daughter Dance and Polar Plunge. He reported he currently had 18 officers and two <br /> 19 CSO's. He commented on the recent interviews held for the two open positions. He discussed the <br /> 20 life saving awards that were presented to Officer Boscardin, Officer Garcia and Investigator Solz, <br /> 21 noting that these individuals were also recognized at the Minnesota Chiefs of Police Executive <br /> 22 Training Institute. He commented on the missing person case for Hailey Amar that began in <br /> 23 December 2015 and was closed in March of 2025. He presented the calls for service noting his <br /> 24 officers remain active when it comes to traffic and TZD calls. He thanked the City Council for <br /> 25 their investment in the Flock cameras, noting these cameras are proving to be a valuable tool for <br /> 26 the Mounds View Police Department and stated he appreciated the Council's continued support. <br /> 27 <br /> 28 7. PUBLIC COMMENT <br /> 29 <br /> 30 Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the <br /> 31 City Council during Public Comment. <br /> 32 <br /> 33 Vince Meyer, 8380 Spring Lake Road, suggested the City Council consider discussing address <br /> 34 markings on buildings in the community for safety purposes. <br /> 35 <br /> 36 Tony Preciado, 8217 Long Lake Road, reported last Saturday he visited El Novillo Alegre and <br /> 37 explained there were so many people at this restaurant that the restrooms could not support the <br /> 38 users. He suggested the City look into this concern because there were too many people at this <br /> 39 restaurant on the weekends. He noted he was not given the correct change back for his bill and <br /> 40 stated he had concerns with the fact the restaurant misrepresented who would be paying the credit <br /> 41 card fees. <br /> 42 <br /> 43 Connie Harness, 5511 Quincy Street, expressed concern with her high gas and electric bills from <br /> 44 this past winter. She reported her bills ranged from $700 to $1,100 per month over the past four <br /> 45 months. She asked that the City Council provide comments regarding utility rates at <br /> 46 utilityreform.now. <br />
