MOAMs Vim <br />of Mounds View Staff Report <br />Items No: 8E <br />Meeting Date: July 14, 2025 <br />Type of Business: CB <br />Administrator Review: <br />Poo Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 10129, Approving the 2040 Park System Master Plan as <br />prepared by WSB <br />(Backgro and/Discussion: <br />The City of Mounds View has many responsibilities to include efficiently operating and <br />managing the entire Park system. The Park system includes 11' Parks with over 123 acres of <br />ground's, 9 basketball courts, 2 tennis courts, 11 playgrounds, 4 park buildings, 5 soccer fields, <br />7 ball fields, a disc golf course plus numerous other park infrastructure and amenities. <br />The City Council approved Resolution 9891 regarding the proposal from WSB for a Park <br />System Master Plan on March 11, 2024. <br />Key Implementation Strategies for the Plan include: <br />1) Raise Community Awareness <br />2) Make Meaningful and 1.1ciiceable Improvements <br />3) Balance Improvements in Aliments with needs <br />The Plan includes the following implementation strategies: <br />1) Health and Safety <br />2) Destination Parks and Revenue Generation <br />3) Balanced and Equitable Recreation <br />4) Deferred / Phased Improvements <br />The Parks and Recreation and Forestry Commission reviewed the Draft Plan at their June 26, <br />2025 meeting, and recommended the Draft plan be presented to the City Council for <br />consideration of approval. <br />The City Council reviewed the Draft Plan at the July 7, 2025, Work Session. <br />Strategic Plan Strategy/rooal: Maintain and Plan for Infrastructure Improvements. <br />fFinancW ampact: No Financial Impact the 2025 Budget. <br />Recommendation: <br />Staff recommends the City Council approve the attached Resolution to adopt the 2040 Park <br />System Master Plan as prepared by WSB. <br />Respectfully submitted, <br />Don Peterson <br />Director of Public Works / Parks and Recreation <br />
