He inquired about intentions in relation to the fence previously located along the <br />border of the park. Mr. Moffatt explained that the fence was removed due to the poor condition. <br />The feedback from Public Safety Staff regarding whether a new fence will be reinstalled is that it <br />is not currently necessary. The fence would be reinstalled if a public safety issue was to emerge <br />and/or it was requested by the City of Columbia Heights. <br />In response to questions of the City Council, Mr. Moffatt reported on staff size for the Park. He <br />informed that Silverwood Park has been exceeding expectations and reported on upcoming <br />projects at the Park. He indicated that staff has taken care with event scheduling in order to <br />minimize traffic issues. <br />Mr. John Barton, Director of Natural Resources Management for Silverwood Park, provided a <br />presentation on stormwater management at Silverwood Park. <br />Mayor Faust stated Silverwood Park is an award winning park and a wonderful asset. He <br />commented on a gallop poll referenced in a Star/Tribune article. The article indicates that there <br />are three things that make people happy in a community: great open space and parks; ease in <br />which people can meet each other; and a level of diversity, open mindedness, and acceptance. <br />He indicated that Three Rivers Park District has epitomized this at Silverwood Park. He thanked <br />Commissioner Franzese for what she has done as a commissioner and wished her well in the <br />upcoming election. He stressed the opportunities for the Three Rivers Park District to work in <br />education outreach with the Rice Creek Watershed District and the Middle Mississippi <br />Watershed Management Organization. <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />City Manager Morrison stated the staff at Silverwood Park has been very easy to work with and <br />accessible. He reported on the following: <br />• In relation to the City's moratorium on smoking rooms, staff will likely recommend <br />within the next 90 days to prohibit smoking rooms in the City. The options for the two <br />existing smoking rooms in the City will be to grandfather them in until license renewal or <br />until they transfer or sell the business/license. <br />• The following activities took place over the past weekend: 1) Fire Department Pancake <br />Breakfast and Open House for Fire Prevention Week; 2) Beer Tasting Event at the <br />Marketplace Liquor Store with representatives of JJ Taylor Distributing in attendance; 3) <br />Upcoming League of Minnesota Cities meeting; 4) IHOP has made changes to building <br />plans with construction anticipated to begin by the end of October; 5) JJ Taylor <br />Distributing has donated $200 towards the Veterans Memorial planned for Central Park. <br />Additional organizations and groups soliciting for the memorial on behalf of the City. <br />
