She indicated the program will collaborate with the Housing <br />Resource Center to identify funding sources if a resident needs additional funding. She added <br />they have also been given funding to provide training to City staff and Housing Resource Center <br />staff regarding aging in place, adding that the State indicated it would like to give them more <br />money for training and outreach, which will provide sustainability for this type of project in the <br />future. She stated they have started working with City staff and Greater Metropolitan Housing <br />Corporation staff to identify participants for the program. <br />Ms. Snyder expressed thanks to the City for participating in this project and stated they have <br />identified a local contractor to work with grant participants to implement modifications. She <br />indicated they have had good experience with this local contractor and he will work closely with <br />Ms. Boroff. She noted that participants can always choose their own contractor and are not <br />obligated in any way to work with Missota Contracting. <br />Ms. Boroff stated they understand that trust and confidence throughout this process is important <br />and one of the goals is to have a contractor they know and trust as well as keeping it local. <br />Mayor Faust asked if there are income requirements to participate in the program. <br />Ms. Boroff stated the project is first come, first served and requires participants to be 65 or older, <br />own their home and live in the community, but access to the $500 is not based on income. She <br />indicated if a paltic ipant decides to do more significant modifications, any funding secured <br />through Greater Metropolitan Housing Corporation might have income requirements. She stated <br />that interested parti c ipants can contact her at (612) 238-5429. She stated they are currently <br />working with Community Education and Senior Services on the outreach aspect of the project <br />and they will be doing some direct marketing education and outreach this fall. <br />Mayor Faust requested that information be included in the upcoming edition of the City'S <br />newsletter. He noted that common modifications include space planning to create safe pathways , <br />installing handrails and grab bars , window-shade openers, reducing floor thresholds, installing <br />ramps, and other simple adaptations to promote safety and independence. He stated this fits into <br />the City'S sustainability role for the community and will help people stay in their homes and age <br />in place. He expressed the City Council's thanks and appreciation to Ms. Boroff and Ms. Snyder. <br />B. 2013 Preliminary Budget Presentation. Shelly Rueckert, Finance Director, presenting. <br />Finance Director Rueckert presented the 2013 preliminary budget and reviewed the 2013 budget <br />parameters. She advised the City'S General Fund is proposed to increase by $53 ,177 in 2013 and <br />the overall levy will increase $203,700 in 2013. She also reviewed 2013 General Fund revenues <br />and indicated the levy is included in the taxes portion of revenues and consists of 57% of <br />General Fund revenues. She presented the proposed 2013 General Fund expenditures and stated <br />that spending on police and fire makes up 65% of total General Fund spending. She explained <br />the total 2013 proposed levies of $5 ,426,789 represents a 3 .9% increase from 2012 and this <br />includes amounts to support the CIP , road improvement projects, park improvements, and <br />economic development. She advised the General Fund levy supports various City services and <br />in 2012 , the average homeowner paid $823.65 for these services or $68.64 per month. She
