She stated the proposed 2013 general operating budget totals <br />$3,098 ,343 and the proposed 2013 capital equipment budget totals $299,100. She stated the City <br />Council will set the proposed 2013 operating budget and preliminary property tax levy at its <br />September 11,2012, meeting followed by formal adoption of the 2013 budget and levy on <br />December 11,2012. She added if residents have questions, they can call (612) 782-3316. <br />Councilmember Stille stated the General Fund increase is comprised mostly of salaries and <br />benefits for the City's union contracts, the CI P increase is intended for maintaining the City's <br />infrastructure, and the road improvement levy will pay for prior year's street projects. <br />Council member Roth noted that the City's partnerships include working with the City of New <br />Brighton to purchase gas and this partnership has helped the City upgrade its public works <br />facility and these types of partnerships help the City stretch taxpayer dollars. <br />Mayor Faust expressed the City Council's appreciation to Finance Director Rueckert and City <br />Manager Casey for their work on the budget. <br />C. Ordinance 2012-06; Amending Chapter 32.07(A) of the City Code, Being the Planning <br />Commission Bylaws. <br />C ity Manager Casey explained the City recently moved from an in-house planner to a consultant <br />planner and the consultant planner has a conflict with the third Tuesday of the month. He stated <br />the Planning Commission recommended changing its meeting dates to the fourth Monday of the <br />month starting in October and noted this change opens up the Council Chambers on the third <br />Tuesday so the School Board can hold their meetings at City Hall on the first and third Tuesdays. <br />Mayor Faust stated this change will give the School Board an opportunity to televise both their <br />meetings and will also give staff adequate turnaround time to prepare materials from the <br />Planning Commission meetings for the City Council. He added this will make the process more <br />user-friendly for staff and applicants coming before the Planning Commission and City Council. <br />Motion by Councilmember Roth , seconded by Councilmember Stille, to approve First Reading <br />of Ordinance No. 2012-06 ; Amending Chapter 32.07(A) of the City Code , Being the Planning <br />Commission Bylaws, and to set Second Reading for September 11 , 2012. <br />Motion carried unanimously. <br />REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />City Manager Casey announced that the City has been assigned Mr. Nick Voss as its GreenCorps <br />member and he will be starting in October. He stated the GreenCorps program is an II-month <br />position funded through the MPCA and Mr. Voss will be working on sustainability projects such <br />as storm water recycling and partnering with the watersheds on educational programs. <br />Councilmember Gray -No report.
