City Council Regular Meeting Minutes <br />July 22, 2014 <br />Page 3 <br />City Manager Casey presented the Contract Agreement for Police Services with Falcon Heights <br />and Lauderdale and stated that the Falcon Heights and Lauderdale City Councils have approved <br />both contracts. He stated that a five-year contract is intended to recognize the many years of <br />mutually beneficial services, create stability, and help with recruiting and training. <br />Councilmember Stille pointed out that if the fee increase is greater than 3%, the cities have the <br />right to opt out and renegotiate the contract. <br />9 Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 14- <br />10 053; a Resolution Approving the Contract Agreement for Police Services with the City of Falcon <br />11 Heights for the Years 2015 through 2019 and Authorizes the Mayor and City Manager to <br />12 Execute Said Agreement. <br />13 <br />14 Motion carried 4-0. <br />15 <br />16 C. Resolution 14-054; a Resolution Approving the Contract Agreement for Police Services <br />17 with the City of Lauderdale for the Years 2015-2019 and Authorizes the Mayor and City <br />18 Manager to Execute Said Agreement. Resolution 14-055, a Resolution Accepting the 2014 Municipal Fiber Optic Project Plans <br />28 and Specifications and Ordering Advertisement for Bids. Mark Casey, City Manager. <br />29 presenting. <br />30 <br />31 City Manager Casey requested that the City Council consider the creation of a municipal fiber <br />32 optic network and advised that Phase One would connect City Hall with the Fire Station, Public <br />33 Works, and both liquor stores, Phase Two would be completed at a later date and provide <br />34 connectivity to the Metro I -Net, and Phase Three would connect the remaining City assets such <br />35 as park shelters, life stations, wells, and water treatment systems. He stated that once the bids <br />36 are received, staff will come back to the City Council with a financing plan for the project. <br />37 <br />38 Councilmember Gray expressed support for the project and stated he was concerned about the <br />39 potential cost to the City for continued use of the I -Net network through the Comcast franchise <br />40 agreement, adding that this project has a potential payback of less than five years when <br />41 compared to the proposed charges for using the I -Net network with Comcast. <br />42 <br />43 Councilmember Roth asked about the timetable for Phase Two. <br />44 <br />45 City Manager Casey stated that staff is currently working in partnership with Roseville and there <br />46 may be an opportunity to partner with them on fiber connectivity through their parks, adding that <br />47 Roseville is currently working on bids for the network within their park system. <br />48 <br />
