Page 2 <br />Highway Department had indicated they would favor adding these sidewalks to the <br />plan but because the residents on the street were unable to reach an agreement on <br />them, they were not included. <br />Mr. Surface also wondered why the right hand turn south on Silver Lake Road could <br />not be built at the Coolidge Street intersection instead, saying it was his <br />observation that more motorists turned off 29th onto Coolidge than made the right- <br />turn <br />ichtturn on Silver Lake Road. The Mayor told him that the highway officials were <br />adamant regarding the placement of the turning lane. <br />Because of the time it might take to get the final approval of the Highway Dept. <br />and the 21 days which are required for advertising for bids, which would shorten <br />the time left in this year's construction season, the Mayor said it might be <br />preferable to submit the plans now for MSA approval but to wait until next February <br />to award the bids for an early construction in 1977. <br />Councilman Sundland said he felt the City Engineer was correct in assuming there <br />would be no problem with obtaining an immediate approval from the Highway Dept. <br />and was in favor of advertising immediately for bids and proceeding with construct- <br />ion of the road this year but was concerned with obtaining a contractor who would <br />get the job done on time. <br />Mr. Comstock thought one method of assuring that the project would be completed <br />during this construction season was to set a higher penalty clause which the <br />contractor would forfeit if he did not meet the deadline set by the contract. <br />Motion by Councilman Stauffer, seconded by Councilman Haik to forward the plans <br />which were agreed to by the Minnesota State Aid Department to that agency for fin -1 <br />approval and at the same time to direct the City Engineer to proceed with the pians <br />and preparations for the 29th Improvement Project and the City Manager to adv.,rtise <br />for bids for the project. <br />Voting on the motion: <br />Aye: Stauffer, Haik, Sundland <br />May: Miedtke <br />Motion carried. <br />Motion by Councilman Sundland, seconded by Councilman Haik to set the Public Hear- <br />ing on the 29th Avenue Improvement Project for 8:00 P.M. during the Council meeting <br />June 8th, 1976. <br />Motion carried unanimously. <br />The Manager then told the two dozen residents of 29th who were present that this <br />public hearing was merely a formality and if they were unable to attend, any <br />comments they might want to make could be forwarded to him and he would see they <br />were presented during the hearing. <br />Councilman Sauer arrived at 8:15 P.M. <br />The meeting was recessed at 8:16 P.M. and reconvened at 8:30 P.M. t•tith t.`• <br />presentation of the preliminary plans for the rebuildino of Cc_m,y Pond 0 as rre, <br />by Mr. Wayne Lennard, Design Engineer for the Rzmsey County HlghFa y i?.-rartment. <br />Mr. Leonard supplemented the plans with slides depicting the road in question and <br />said the pians included imput from officials of St. Fnthony, Mew Rrl.;hton an -i <br />
