The plans included widening the road to 52 feet and enlargement of the <br />intersection of Silver Lake Road and County Road D. Provisions for pedestrian <br />and bicycle safety in the Wilshire Park school area, as requested by the PTSA <br />and agreed to by the Council at their last meeting, were discussed at great <br />length and included temporary measures to be taken before the actual construct- <br />ion is completed. He said an overpass would probably only attract the younger <br />pedestrians. He then gave the figures which represented the City's share of <br />costs for the Ramsey County side of the road for curb and gutter, sidewalks <br />and the traffic signals. <br />Representing the Hennepin County Highway Department were Mr. Don Spielmann <br />and Mr. Al Herzog. Mr. Spielmann gave the City's costs for the rebuilding of <br />the Hennepin County side of the roadway saying the figures were set by the <br />policies of the Hennepin County Commissioners. The Manager said he disputed <br />the share of expenses which had been allocated to the City for storm sewer <br />trunk lines and traffic signals. However, since neither county was seeking <br />final approval but only approval for the grade and alignment of the roadway <br />it was agreed that there would be time later to resolve the conflict on costs. <br />Mr. Leonard also attempted to justify the width of the intersection of the road <br />with Silver Lake Road as well as the need for the meridian following Councilman <br />Haik's expression of concern about both. <br />Councilman Stauffer wondered if, in view of the poor performance she felt had <br />been demonstrated by the new computerized sempahor at the intersection of <br />Kenzie Terrace, St. Anthony Boulevard and Highway 8, if less expensive sema- <br />phore might not prove a wiser investment for the City.
