Page 2 <br />The Manager read Ordinance 1976-007 for the first time which <br />he felt TIOuld properly place under the Park Ordinance, the <br />prohibitions against use of alcoholic beverages and glass <br />containers in the parks. He said the restrictions against glass <br />containers was triggered by several children being injured by <br />broken glass on the grounds or in the wading pools as well as the <br />request from the Maintenance Department for the elimination of <br />bottle caps which get caught in the mowers. However, he felt <br />it would prove too costly and almost impossible to enforce the <br />Police Department's desire to have no beer or liquor allowed in <br />the parks. <br />Councilman Stauffer suggested the wording in the ordinance should <br />be changed to indicate only glass beverage containers were to be <br />prohibited. <br />Motion by Councilman Sauer, seconded. by Councilman Stauffer to <br />waive further readings and adopt the amended Ordinance 1976-007 <br />subject to review by the City Attorney. <br />Motion carried unanimously. <br />The Council and residents of 29th Avenue who were present then <br />discussed how corner lots, through lots, fractional lots and <br />properties on alleys would be assessed for the rebuilding of that <br />street under the new City Assessment Policy. Previous methods <br />of assessing such properties were discussed along with the ratios <br />to be applied as well as whether such assessments should be <br />driveway or front door oriented.. <br />Councilman Haik arrived at 7:57 P.M. <br />The point was made that 29th Avenue was one of the last streets in <br />the City for which property owners had never paid for the original <br />road and it was agreed that owners of lots on 29th which also <br />bordered on county roads such as Stinson Boulevard, Silver Lake <br />Road or Highway 8 which they had never been assessed for building <br />a road, would be assessed their full share of the cost of the <br />project. <br />The Council was unable to reach an agreement on how a share of <br />the costs of building the road could be equitably determined for <br />those property owners who had already paid a share of the costs of <br />building a connecting road. The Manager was requested to list all <br />properties which would come under this category and to try to find <br />out what ratio was used to determine such assessments. <br />Motion by Councilman Stauffer, seconded by Councilman Haik to <br />table action on the assessment policy and to call a special meeting <br />of the Council for 7:00 P.M., June 17th, 1976 at which time it <br />could be determined what policy was to be applied during the Public <br />Hearing on the 29th Avenue Improvement Project scheduled for 8:00 <br />P.M. the same evening. <br />Motion carried unanimously. <br />
