Page 3 <br />Residents of.29th Avenue and members of the T.A.P. Committee, <br />Thomas Shaffer, Omar Shabaz, David Freund, Gary Bentler and Mr. <br />& Mrs. James Reasoner participated in the discussion of the <br />assessment policy as well as the debate which followed on how <br />much of the cost of rebuilding 29th should be assessed to the <br />property owners. <br />Mr. Shaffer said the staff's original estimate had the property <br />owners only paying an average of $1,7.19 per lot for the project <br />with MSA funding and he questioned what seemed to be a .raise in <br />this figure to over $2,800.00 per lot in the total figure of <br />$208,632.00 which was quoted as the amount to be assessed to <br />property owners in the notice of the Public Hearing. <br />One factor in the raise, the Manager said, was the $25,00.00 <br />which he estimated it would cost to pay for the additional curb, <br />gutter and catch basins called for in the parkway design for the <br />street which had been requested by T.A.P. <br />Whether such costs should be assessed to the property owners or <br />paid from the MSA. funds allocated to the City evoked the following <br />comments from the Council. <br />Mayor Miedtke said he felt the property owners should be assessed <br />for a 32 foot -5 ton residential street as had been previously <br />agreed, but the additional costs for the parkway design should <br />also be paid by the people who wanted these added amenities. <br />Councilman Haik disagreed with this premise saying she felt these <br />additional costs should be covered by MSA funding since the init- <br />iative presented in the newly designed street would prove, she <br />believed, to be a benefit to the whole community. She did not feel <br />that the use of a larger portion of the MSA funds available to the <br />City for the rebuilding of 29th would to any great extent deprive <br />the City in the future. <br />Mayor Miedtke and the Manager told of a number of projects for <br />which the MSA funds would have to be used and Mr. Dulgar questioned <br />whether a precedent was being set for all future street building <br />projects which might qualify for MSA funding. <br />Councilman Stauffer said that, though the costs to the property <br />owners on 29th might seem high, they had resulted from building a <br />street which the property owners had indicated would be valuable tc <br />them. She also pointed out that residents on other city streets to <br />which the traffic might be diverted from 29th would eventually have <br />to pay for the rebuilding of those streets. <br />Councilman Sundland felt the residents of 29th had undergone a <br />unique hardship when their street had served as a detour while St. <br />Anthony Boulevard was being rebuilt and therefore should be grantee <br />a concession in regard to the amount of MSP. funds which would be <br />used to defray the costs of rebuilding their street. <br />When Mr. Bentler asked why the street would be constructed of <br />asphalt rather than concrete, the Manager told him it was felt <br />asphalt would stand up better on the plastic type soils of that <br />area saying the concrete roads which had been installed in the Cit; <br />in 1968 and 1969 were already breaking down. <br />
