Aye: Sauer, Stauffer, Miedtke and Haik <br />Abstention: Sundland <br />Motion carried. <br />The Mayor urged the Council members who had any recommendations regard- <br />ing legislative policies of the Association of Metropolitan Municipali- <br />ties. to make such recommendations known to the delegates to the asso- <br />ciation's Seneral membership meeting October 21, 1976. <br />Motion by Councilman Sundland and seconded by Councilman Sauer to table <br />action on the expansion of the liquor lounge at Apache for further <br />information and recommendations from the City Manager who will make a <br />study of the proposal with the liquor lounge manager. <br />Motion carried unanimously. <br />Councilman Sundland indicated the willingness of Helen Lavicky to con- <br />tinue her service on the Human Relations Committee and Councilman Haik <br />announced her appointment of Adelle Sundland to the Committee and re- <br />quested Mrs. Sundland receive notification of her appointment. <br />Councilman Stauffer said the Principal of Wilshire Park Elementary School <br />had indicated to her that he might now favor only one crosswalk for <br />pupils across County Road D when the roadway is rebuilt because of a <br />visibility problem at the present Highcrest crossing. Mr. Engle who <br />is a member of the Wilshire PTSA said his committee also saw the wisdom <br />of this action. He felt the reduction of speed and the monitoring of <br />traffic by the Police Department had diminished the hazards to pedes= <br />trians in the area but felt the present flasher system was less than <br />effective. He also reported a continuance of meetings of his group with <br />representatives of the Fosston Townhouses and the nursing home in an <br />effort to reach an agreement on safety measures to be taken in conjunc- <br />tion with the upgrading of County Road D. Mr. Dulgar said the City is <br />experimenting with higher intensity bulbs in an effort to make the <br />flasher system more effective and agreed that action taken by the police <br />who had issued many warning citations and speeding tickets along that <br />roadway had contributed to the reduction of speed in the area. <br />No action was taken regarding the licenses for the Northgate Motel since <br />no one appeared to present the requests for such licensing. <br />Motion by Councilman Sauer and seconded by Councilman Sundland to approve <br />all Verified Claims listed in the October 12th Agenda. <br />Motion carried unanimously. <br />Motion by Councilman Stauffer and seconded by Mayor Mied+-.;=e to approve <br />payment of $144.50 to Twin City Testing and Engineering i.aboratories, <br />Inc. for soil compaction tests on 29th Avenue N.F. <br />Motion carried unanimously. <br />
