PUBLIC HEARING - NONE. 13 <br /> 14 <br />V. REPORTS FROM COMMISSION AND STAFF. 15 <br /> 16 <br />A. Resolution 15-044 a Resolution Denying a Variance from the Required Rear and Side 17 <br />Yard Setbacks and Denying a Variance to Lot Coverage in Order to Construct a Pool and 18 <br />Pool Decking at the Property Located at 2926 Armour Terrace. Bob Foster, Planning 19 <br />Commissioner, presenting. 20 <br /> 21 <br />Planning Commissioner Foster stated the applicant has requested a variance from the required 22 <br />impervious surface maximum of 35% lot coverage in order to construct a pool and pool deck and 23 <br />expansion of the patio area. He stated the property is currently at 45% impervious surface 24 <br />coverage and the applicant revised his plan to provide 50% impervious surface coverage, an 25 <br />increase of 5%. He advised that the applicant has now submitted a plan that conforms to the 26 <br />setbacks and impervious surface coverage and the Planning Commission has recommended that 27 <br />the variance requests be denied. 28 <br /> 29 <br />Motion by Mayor Faust, seconded by Councilmember Brever, to adopt Resolution 15-044 a 30 <br />Resolution Denying a Variance from the Required Rear and Side Yard Setbacks and Denying a 31 <br />Variance to Lot Coverage in order to Construct a Pool and Pool Decking at the Property Located 32 <br />at 2926 Armour Terrace. 33 <br />Motion carried 4-0. 34 <br /> 35 <br />B. Resolution 15-045 a Resolution Approving a Conditional Use Permit to Allow for an 36 <br />Establishment Primarily for the Sale of Beverages for Consumption on the Premises 37 <br />Located at 3701 Stinson Boulevard. Bob Foster, Planning Commissioner, presenting. 38 <br /> 39 <br />Planning Commissioner Foster stated this property is the former I-Hop and the site was issued a 40 <br />CUP in 2010 to allow a restaurant within 250’ of a residential area. He stated the applicant 41 <br />intends to use the existing building in a similar manner as the previous tenant but wants to 42 <br />increase the intensity of use to include the sale and consumption of alcohol on the premises. He 43 <br />reviewed the criteria for issuing a CUP and advised that the proposed use will not be detrimental 44 <br />to the health, safety, and welfare of persons living or working in the vicinity and the proposed 45 <br />use will provide a service or facility in the interest of public convenience. He stated that all of 46 <br />the conditions in the previous CUP will remain in effect and the remodeling of the site shall 47 <br />conform as closely as possible to The Village of St. Anthony design standards and PUD 48 <br />4
