<br /> <br />2016 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. 2170-13 PAGE 8 <br />Railroad Crossing <br /> <br />The improvements to the Stinson Boulevard NE crossing of the Soo Line Railroad are <br />required to be designed and constructed under the control of the railroad. The existing <br />crossing will need be reconstructed to accommodate the future HSIP sidewalk <br />improvements. The proposed crossing is anticipated to be removed and replaced, with the <br />exception of the automated signals and crossing arms which will remain in place. The <br />City and Railroad will coordinate the work schedule for design and construction to align <br />with the proposed utility and street improvements. <br /> <br />Traffic Signal Improvements <br /> <br />The existing traffic signal at the intersection of Stinson Boulevard NE and 39th Avenue <br />NE is proposed to be upgraded with additional ADA improvements and is planned to be <br />constructed as part of the Highway Safety Improvement Program (HISP) project being let <br />under a different and separate project. <br /> <br />Decorative Street Lighting <br /> <br />Installation of new decorative street lights is proposed along the east side of Stinson <br />Boulevard NE from 37th Avenue NE to Silver Lane NE. <br /> <br />Salo Park Sidewalk Replacement <br /> <br />Replacement of concrete walk within Salo Park is proposed due to the level of <br />deterioration observed. The existing concrete walk is anticipated to be removed and <br />replaced within the existing locations. <br /> <br />4.5 Permits and Approvals <br /> <br />Reconstruction of the roadways will disturb over one acre and will require a National <br />Pollution Discharge Elimination Systems (NPDES) General Storm Water Permit (MNR <br />100001) that must be obtained by the City of St. Anthony Village from the Minnesota <br />Pollution Control Agency (MPCA). <br /> <br />The reconstruction of the existing water main will require a permit from the Minnesota <br />Department of Health (MDH). <br /> <br />The reconstruction will also require a permit from the Rice Creek Watershed District <br />(RCWD). This may require stormwater treatment for the runoff from the project area. <br /> <br /> <br />52
