Resolution 15-081a resolution Approving the 2016 Appointments and the Chair and Vice 7 Chair to the Planning Commission 8 9 Mayor Faust reviewed the recommendation to appoint Marcey Westrick, Mark Kalar and 10 Marshall Lichty to the Planning Commission beginning January 1, 2016 for a three-year term 11 and appointing Jim Gondorchin as Chair and Dominic Papatola as Vice Chair for the Planning 12 Commission for 2016. 13 14 Motion by Councilmember Stille, seconded by Councilmember Gray, to approve Resolution 15-15 081; a Resolution approving the 2016 appointments and appointing the Chair and Vice Chair to 16 the Planning Commission. 17 18 Motion carried unanimously 19 20 H. Ordinance 2015-06 an Ordinance Approving CenturyLink Franchise Agreement and 21 Findings of Fact 22 23 City Manager Mark Casey explained this is the third and final reading of an ordinance to approve 24 the CenturyLink Franchise Agreement and Findings of Fact. The first reading was held at the 25 November 10, 2015 St. Anthony City Council meeting and the second reading was held at the 26 November 24, 2015 St. Anthony City Council meeting. Following the adoption of the ordinance, 27 the ordinance goes into effect upon publication in the St. Anthony Bulletin, which is the official 28 newspaper for the City of St. Anthony. Mr. Casey noted a letter was received from Comcast. 29 30 Councilmember Gray stated the letter from Comcast noted their objections. The items raised 31 were not an issue. CenturyLink subscribers will be paying the same monthly fees that they pay to 32 Comcast. The benefit is competition. 33 34 Councilmember Stille stated the letter was a form letter. CenturyLink is indemnifying the City 35 for this agreement. 36 37 Mayor Faust stated this is good for the residents and will give them a service choice. 38 39 Motion by Councilmember Gray, seconded by Councilmember Brever, to approve third and final 40 reading of Ordinance 2015-06; an Ordinance granting a franchise to Qwest Broadband Services, 41 Inc. D/B/A CenturyLink, to construct, operate, and maintain a cable communications system in 42 the City of St. Anthony; setting forth conditions accompanying the grant of the franchise; 43 providing for regulation and use of the system and the public rights-of-way in conjunction with 44 the City’s right-of-way ordinance, if any, and prescribing penalties for the violation of the 45 provisions herein. 46 47 Motion carried unanimously 48 15
