The wearing of firearms will not be authorized by the Chief of <br /> Police, and the use of firearms is only at the discretion of the <br /> Chief, his designated representative or the regular Police Officer <br /> in charge. <br /> 6 . The City may provide one vehicle to be clearly marked "St. Anthony <br /> Police Reserve" for use in patrolling parks , public relations/crime <br /> prevention activities, crowd control and other activities as <br /> designated by the Chief of Police. Vehicle use is subject to the <br /> following rules and regulations : <br /> a. The Reserve vehicle must be manned by two Reserve Officers , <br /> one of which must be non-probationary; <br /> b. The Reserve vehicle will not attempt traffic stops; <br /> C. in event of emergency calls , the Reserve vehicle will respond <br /> routinely , obeying all traffic laws , except when directed by <br /> the Officer on duty or a Police supervisor; <br /> d. The Reserve vehicle may perform house and business checks <br /> and patrol parks; <br /> e. any vehicle maintenance problems must be reported at the end <br /> of the shift, and the vehicle gassed and oil checked; <br /> f. the Reserve vehicle will report to the Police Officer on duty <br /> once each hour; <br /> g . the Reserve vehicle shall not respond to any felony-in-pro- <br /> gress call; <br /> h. the vehicle is to be checked in and out through a Captain or <br /> Police Officer of the St. Anthony Police Department. Arrange- <br /> ments are to be made at least four hours before scheduled <br /> duty for the use of the vehicle; <br /> i. no Reserve Officer is to retain keys to the Reserve vehicle <br /> without the permission of the Chief of Police, or to use it for <br /> non-authorized purposes ; <br /> j . the minimum patrol period for one Officer is two hours; the <br /> maximum is eight hours in a given day; and <br /> k. the vehicle is not to leave the City unless authorized by a' <br /> regular Police Officer or Captain in charge. <br /> Article V . - Conduct: <br /> Violations of the following nature shall subject Reserve Officers to <br /> disciplinary action under Article VII - Discipline : <br /> • 1 . Drinking an intoxicating beverage or using a non-prescribed mind- <br /> altering drug while on duty or up to four hlurs beforehand,. <br /> 2 . Immoral conduct while on duty. <br />
