Mr. Robert Galush -2- March 7 , 1988 • EXISTING CONDITIONS To analyze the existing traffic conditions, Benshoof & Associates conducted traffic counts and observations from 11 a.m.-1 p.m. and 3-6 p.m. on Friday, February 26, 1988. During the two time periods the following data was collected: • turn movements at bank driveways • drive-up volumes and queue lengths • parking on the bank site and 39th Avenue In addition, observations were made regarding traffic operations and circulation on-site. From the traffic counts and observations, only six percent of the bank traffic used 39th Avenue to the east. Some drive-up bank traffic was observed circulating off-site in order to find an unoccupied parking space. The maximum parking demand occurred at 3 :30 p.m. with 24 on-site and 6 off-site parking spaces occupied. The off-site parking occurred on both sides of 39th Avenue between Silver Lake Road and the bank driveway. A couple of • times vehicles parked illegally in the drive aisles east and south of the building site. These vehicles caused traffic circulation and parking problems. The two drive-up lanes can accommodate five vehicles each. From approximately 4:40 p.m. to 5 : 15 p.m. the two drive-up lanes were -full . On two occasions one vehicle parked in the drive aisle waiting to use the drive-up. Otherwise, most vehicles noted the drive-up was full and ,found a parking space. In addition to our traffic counts and observations, Jean Keller, the bank manager, provided' us with some other traffic observations. She indicated that the combination of the drive-up traffi-G waiting in the drive aisle and the Illegal parking along the south and east curbs of the building sometimes caused serious interference with on-site traffic operations. Also, Jean indicated that between seven and 12 vehicles sometimes park along 39th Avenue and walk to the bank. The existing site plan and traffic observations are illustrated in Figure 1 . •
