1 Councilmember Enrooth indicated he agreed with Mr. Childs' perception <br /> 2 that it would make little sense for the City to go through the • <br /> 3 expensive ordinance change process to effect such minimal savings for <br /> 4 two churches, which could easily avoid the charges by installing a <br /> 5 separate meter for lawn watering and air conditioning, especially <br /> 6 since changing the ordinance would make the other two St. Anthony <br /> 7 churches ' meter systems useless. <br /> 8 Council Action <br /> 9 Motion by Enrooth, seconded by Marks that no official Council action <br /> 10 was warranted but rather, that the matter should be returned to staff <br /> 11 to work out some other agreement with the two church committees. <br /> 12 Motion carried unanimously. <br /> 13 NEW BUSINESS <br /> 14 Council Adopts State Legislated Confined Space Entry Policy <br /> 15 Councilmember Marks indicated he wanted assurance that all new <br /> 16 personnel would receive the same training reported in Public Works <br /> 17 Director Hamer' s April 6th memorandum. Mayor Sundland said he <br /> 18 perceived the City would assume that . responsibility with the adoption <br /> 19 of the policy in the agenda packet. <br /> 20 Council Actin • <br /> 21 Motion by Ranallo, seconded by Marks to adopt Resolution 88-014 . <br /> 22 RESOLUTION 88-014 <br /> 23 A RESOLUTION APPROVING THE CONFINED SPACE <br /> 24 ENTRY POLICY FOR THE CITY OF ST. ANTHONY <br /> 25 Motion carried unanimously. <br /> 26 Council Asks Further Information About Goose Reduction Program <br /> 27 Both St. Anthony and Columbia Heights had received copies of the April <br /> 28 7th request from the Silver Lake Residents ' Association that immediate <br /> 29 action be taken to authorize participation in a three year DNR program <br /> 30 for goose control on Silver Lake. <br /> 31 Mr. Childs said he understood the request to mean both cities and' the <br /> 32 residents ' association would equally share the $3 ,000 cost ( $1 ,000 <br /> 33 annually) of the program. However, Larry Hamer had written a <br /> 34 memorandum that afternoon reporting his conversations with Lloyd <br /> 35 Knutsenof the DNR who had indicated the program was filled for 1988 and <br /> 36 with Dr. Cooper from the University, who is responsible for trapping <br /> 37 the birds. <br /> 6 <br />
