1 There was concurrence that the City Ordinance prohibited a local <br /> •2 shooting hunt, but some interest was demonstrated in a snaring program <br /> 3 during the goose season in September if that was what a majority of <br /> 4 St. Anthony lake residents wanted. <br /> 5 Mr. Childs agreed to try to find out just how many residents wanted the <br /> 6 City to participate in the 1989 DNR program and to ascertain just how <br /> 7 much interest there would be in a snaring program. He said he would <br /> 8 try to have a report ready for the Council' s April 26th meeting. <br /> 9 Short-Elliott-Hendrickson' s Low Bid Accepted for Foss Road Lift Station <br /> 10 Financing Study <br /> 11 The proposals from the above engineering firm and from Rieke-Carroll- <br /> 12 Muller Associates had been provided in the Council agenda packets. Mr. <br /> 13 Childs pointed out that the latter engineering firm had included a two <br /> 14 level rate system to address removal of foundation drains in their bid <br /> 15 which accounted for part of the $3 ,000 difference. Councilmember <br /> 16 Enrooth indicated the fact that SEH already had all the data <br /> 17 necessary to evaluate an area-wide assessment, a city-wide sewer rate <br /> 18 study, and a sewer maintenance fund also made it easier for them to do <br /> 19 the job for $2,000. <br /> 20 Council Action <br /> 21 Motion by Marks, seconded by Makowske to retain Short-Elliott- <br /> 2 Hendrickson, Inc. to assist the City in_ a rate study to help the City <br /> 23 determine how to pay for the capital costs as well as operating and <br /> 24 maintenance of the Foss Road Lift Station, with the cost of their <br /> 25 study not to exceed' $2 , 000 . <br /> 26 Motion carried unanimously. <br /> 27 Rieke-Carroll-Muller to Provide Additional Plans and Specifications for <br /> 28 Temporary Water Treatment System <br /> 29 The above had been agreed to during the Council' s Executive Session the <br /> 30 previous evening. Councilmember Marks stated it was quite clear to him <br /> 31 that the City needed to proceed with the project just as quickly as <br /> 32 possible. Just before the meeting had been convened, Mayor Sundland <br /> 33 had - reported receiving a call from Congressman Sabo' s office that <br /> 34 afternoon which indicated the Army was willing to give the City <br /> 35 $100 , 000 to connect with the new New Brighton water system. The <br /> 36 Mayor said he had then consulted with Dave McDonald of Briggs and <br /> 37 Morgan who said his recollection was that the connection cost had been <br /> 38 estimated at twice that amount. <br /> 39 Councilmember Marks commented that such a solution would be of very <br /> 40 little value to the City anyway since New Brighton had said a <br /> 41 connection would be impossible for at least two years during which the <br /> 42 City' s contaminant levels would certainly exceed the federal allowable <br /> �43 levels . <br /> 7 <br />
