It <br /> 2 was noted that the two proposals received were not sealed bids. <br /> 3 <br /> 4 Mayor Ranallo felt someone should be retained who could explain <br /> 5 the findings of an engineering study in a fashion which would be <br /> 6 credible and understandable. <br /> 7 <br /> 8 9. UNFINISHED BUSINESS <br /> 9 <br /> 10 A. Pull Tab Donation for Villagefest <br /> 11 The City accepted a donation of $2,000 from Villagefest with the under- <br /> 12 standing it may not qualify as a lawful expenditure according rn rhP <br /> 13 State Department of Gaming. Rick Muenchow, of the St. Anthony Sports <br /> 14 Boosters, is requesting the Council to state its position regarding <br /> 15 the remaining $2,000 being considered for donation. It was noted that <br /> 16 the City would have to reimburse the Boosters if it is found that <br /> 17 these funds from pull tabs do not qualify as lawful expenditures. <br /> 18 <br /> 19 The criteria which has to be met to qualify are that the funds must <br /> 20 be used for activities for children, physical well being and educational <br /> 21 advancement. Tom Thorson, Chairperson of the Villagefest, felt strongly <br /> 22 that this criteria can be met for a total of $2,000. He noted that the <br /> 23 Villagefest has a budget of $14,000 and this amount of $2,000 could <br /> 24 be pro-rated back for many of the common expenses of the celebration. <br /> •25 <br /> 26 Some of the items considered by the Council and the Chairperson were <br /> 27 rubbish containers, satellites, lighting, entertainment items geared <br /> 28 solely to children, the 5 K run, security costs, etc. Thorson stated <br /> 29 he is relatively comfortable that enough. expenses can be found to meet <br /> 30 the criteria. <br /> 31 <br /> 32 The Mayor suggested that only $1 ,000 be contributed by the Sports <br /> 33 Boosters. The City Manager advised that there had been considerable <br /> 34 hope that the Tri-City American Legion and the Eagles would donate <br /> 35 heavily. It was now felt there would be no contributions from either <br /> 36 of these organizations. <br /> 37 <br /> 38 Thorson advised that the Villagefest Committee felt there would be <br /> 39 considerable funds realized from the beverage sales but that there is <br /> 40 still some dependency on the pull tab monies which had been offered. <br /> 41 He stated that if there is not enough profit realized from the <br /> 42 beverage sale proceeds the Villagefest Committee may still have to <br /> 43 come to the Council for some funding. <br /> 44 <br /> 45 Councilmember Makowske inquired if this project would be able to receive <br /> 46 funds from Celebrate Minnesota. VanderHeyden advised that it would not <br /> 47 qualify. <br /> 48 <br /> 49 Thorson felt the rental of the bandshell could also be included in the <br /> •50 total for meeting the criteria. <br />
