equitable. Taking into account the status of completion of the facilities, past <br /> • methods of recovering facilities costs, the topography of the City,.and other <br /> relevant factors, it is determined that it would be just and equitable to assign <br /> responsibility for some or all of the future facilities costs on the basis of the <br /> expected storm water runoff from the various parcels of land within the City <br /> during a standard rainfall event. For purposes of this Section, a standard <br /> rainfall event is defined as a 10-year rainfall of 24-hour-duration, assuming <br /> Hydrologic Soil Group 'B' soils according to methods in the Hydrology Guide <br /> for Minnesota, published by the Soil Conservation Service. <br /> Subd. 4. The Council finds that assigning costs and making facilities charges <br /> based upon expected typical storm water runoff cannot be done with <br /> mathematical precision but can only be accomplished within reasonable and <br /> practical limits. The provisions of this Section undertake to establish a <br /> reasonable and practical method for imposing such charges. <br /> 260.10. Rates and Charges. <br /> Subd. 1. Rates and charges for the use and availability of the facilities will be <br /> determined by the use of a Residential Equivalent Factor ("REF"). For <br /> purposes of this Section, one REF is defined as the ratio of runoff volume (in <br /> inches) for a particular land use, to the runoff volume (in inches) for a typical <br /> single-family residential lot. <br /> Subd. 2. The City Council hereby adopts the following charges for the use and <br /> availability of the facilities. The charges to be made against each parcel of land <br /> in the City will be determined by multiplying the REF for the parcel, based on <br /> actual land use, times the parcel's acreage, times the facilities charge per acre, <br /> except that all R-1, R-1A and R-2 residential parcels will be presumed to be 1/3 <br /> - acre per dwelling unit ($12.00 per dwelling unit) on the presumption that <br /> most such parcels in the City are approximately that size and in order to avoid <br /> computation of the actual area of every such parcel in the City. The REF's for <br /> the following land uses within the City and the billing classifications and <br /> facilities charges for such land uses are as follows: <br /> Classification Land Uses REF Charge <br /> 1 Cemeteries,parks,golf courses, .60 $21.60 per acre <br /> railroads, vacant land <br /> 2 R-1, R-1A and R-2 residential 1.00 $12.00 per unit <br /> 3 R-3 residential .50 $6.00 per unit <br /> 4 Public and private schools and 1.38 $49.68 per acre <br /> institutional uses <br /> -2- <br />
