2® <br /> Task 102:Analysis of existing conditions and development pattern, review of <br /> existing studies and regulatory controls <br /> Existing land use, transportation, public facilities, natural systems, infrastructure, plans <br /> and regulatory controls will be analyzed for the.area surrounding the Apache Plaza and <br /> Salvation Army site and for the entire northwest quadrant of the city. <br /> Task 102 product: Base maps of the project area and a report of existing conditions in <br /> the project area. <br /> Task 103:Analysis of Rice Creek watershed and natural resource conditions <br /> Water quality goals based on intended uses and public perceptions of water quality will <br /> be developed through the planning process. The impact of existing and proposed land <br /> uses on the water quality of Silver Lake will then be evaluated so as to determine the <br /> compatibility of Land Use and Resource Management. Best Management Practices for <br /> the watershed tributary to Silver Lake will be developed. Mitigation measures that will <br /> improve the quality of water in Silver Lake and reduce the pollutant input from storm <br /> water will also be developed. These measures may range from traditional ponding <br /> techniques to cutting edge chemical removal systems. <br /> Task 103 product: A resource management plan which will describe the management <br /> practices available to protect or enhance the conditions of Silver Lake and the <br /> surrounding natural resources. <br /> • Task 104:Market analysis to determine redevelopment potential <br /> An examination of the site's location, surrounding land uses, and current structure will be <br /> conducted to determine its capacity to function in its existing configuration. Potential <br /> market areas and market conditions for different types of uses at the center, including <br /> but not limited to residential, commercial office and retail, light industrial and recreational <br /> will be identified. Uses that optimize usage of the facility in its existing configuration will <br /> be identified along with other alternatives requiring higher levels of reconfiguration and <br /> repositioning. <br /> Task 104 product: A recommended mix of uses (or single-use) that optimizes use of the <br /> space, recognizes potential synergies that may occur through a mix of uses, and is <br /> sensitive to the City's tolerance for different types of rehabilitation and assistance. <br /> Task 105: Cost analysis of Apache Plaza building demolition and site preparation <br /> A survey of the Apache Mall main building will be conducted to determine the condition <br /> of the structure, the anticipated costs of demolition, and additional costs to prepare the <br /> site for future construction will be estimated. This will include the costs of abatement for <br /> asbestos and any other hazardous material found to be present on the site. <br /> Task 105 product: A report summarizing the costs required to clear the Apache Plaza <br /> site for redevelopment. <br /> 3of9 <br />
