Industrial Area, <br /> Although the plan prepared in 1988 for the redevelopment of this industrial area was not <br /> economically feasible at that time, the City should continue to pursue opportunities to assist the <br /> industrial redevelopment and upgrading of these sites because this is the only industrial area in <br /> Columbia Heights. A commercial opportunity also exists near the intersection of University and <br /> 37th Avenues. "The Housing and Redevelopment Authority must be careful about its liability <br /> when acquiring sites contaminated with toxic wastes. <br /> 7. 38th Avenue Neighborhood <br /> During the preparation of the 1988 plan for the adjacent industrial area, it was decided that the <br /> City would attempt to protect and sustain this neighborhood of single=family housing rather than <br /> try to change it to industry. The City has closed off the western end of 38th Avenue and insisted <br /> upon high-quality site planning and maintenance on the nearby industrial sites. Also, this <br /> residential area was rezoned from R-3 down to R-2 to prohibit townhouses and apartments. <br /> 8. Van Buren Street Neigliborliood <br /> This pocket of single-family houses among the commercial sites to the east and the church and <br /> schools to the north and west appears to be a candidate for evolution to some form of medium- <br /> density attached housing such as townhouses or four- or sik-unit buildings. <br /> 9-11. Central Avenue Redevelopment Areas <br /> Tlie entire Central Avenue corridor is of concern to the City as it forms the major image that <br /> others have of the community, it is a major location of investment, taxes and jobs, and it is used <br /> frequently by residents of Columbia Heights for shopping and travel. Therefore, the City should <br /> follow the recommendations of the Image Plan that refer to Central Avenue, should promote <br /> private redevelopment of underutilized and/or deteriorated sites, should minimize the number of <br /> driveway intersections and should work against the further widening of this roadway to <br /> accommodate increased traffic through the community. <br /> "+z5 35 <br />
