Traffic and Transit Issues <br /> The following are the major issues in the subject area of traffic and transit. <br /> • What position should the City take regarding the potential need to upgrade Central Avenue in <br /> the future to accommodate increasing traffic? <br /> • Which of the four potential light rail transit stations are favored? <br /> TRAFFIC AND TRANSIT SYSTEM PLAN <br /> Goals and Policies <br /> Goal: Protect residential neighborleoods from unwanted traffic. <br /> Goal: Protect the integrity of the community from further negative effects from the two <br /> major highways that already divide it. <br /> 1. The City will monitor whether excessive non-local traffic uses residential streets and, if so, <br /> explore means to minimize it. <br /> 2. The City will resist the widening of Central Avenue because that would further divide the <br /> community. Alternative means to move people from Anoka County to downtown Minneapolis, <br /> such as light rail transit, will be promoted. <br /> 3. Tlhe City encourage the Anoka County Railroad Authority to construct a light rail transit line, <br /> including stations, as soon as possible to Columbia Heights in order to improve access to other <br /> parts of tlhe7 Metropolitan Area while also relieving pressure on Central and University Avenues. <br /> The City will continue to participate actively in the system planning. <br /> 4. The City supports the location of LRT stations in Columbia Heights and will work with the <br /> Railroad Authority on station planning and design. <br /> N942S 41 <br />
