CHAPTER 4 TRANSPORTATION 78 <br /> • Six foot wide sidewalks are proposed for both sides of Silver Lake Road along the entire <br /> length of the project. The exception is that sidewalks from 5th Street to 7th Street will be <br /> located directly behind the curb to minimize right-of-way acquisition and widened to eight <br /> feet to accommodate signs and mailboxes. <br /> Traffic signals will be revised at the intersections of Silver Lake Road at Silver Lane, <br /> County Road E, 5th Street, and 7th Street to accommodate the new, wider roadway design. <br /> These signals will be interconnected to provide a coordinated system. Minor revisions will <br /> be necessary to the signals on Silver Lake Road at County Road D, Silver Lane, and Palmer <br /> Drive so they can be interconnected and coordinated with the other signals along Silver Lake <br /> Road. <br /> LONG LAKE ROAD <br /> Long Lake Road is an important north/south route from the standpoint of intracity <br /> mobility and freeway accessibility. Long Lake Road is properly classified as a collector <br /> street. <br /> C level of service or better is indicated at all but one location on Long Lake Road <br /> without capacity improvements. The one location is the I-694 interchange area where F level <br /> of service is anticipated until the bridge over I-694 is widened; the bridge widening will <br /> • result in B-C level of service. <br /> OLD HIGHWAY 8 <br /> For both safety and capacity reasons, a new railroad overpass should be constructed on <br /> the Soo Line over Old Highway 8 (near 1st Street SW). The old overpass lacks adequate <br /> horizontal and vertical clearance and the concrete abutments are badly deteriorated. The <br /> underpass is one of the few possible north/south routes in this area and provision for bicycles <br /> and pedestrians should be considered when a new underpass is built. <br /> OTHER INTERSECTIONS <br /> All other intersections will enjoy "C" level of service or better. Further improvements <br /> will be needed to parts of the street system for increased safety and ease of maintenance, <br /> even though capacity may be adequate. <br /> County Road E is one location where upgrading will be necessary. Its design should <br /> conform to the functional classifications of its different segments. Additional right-of-way <br /> will be needed at the intersection with Silver Lake Road. This should be kept in mind when <br /> reviewing proposed development on these corners. <br /> The upgrading of local streets is recommended from a serviceability and cost of <br /> maintenance standpoint. A pavement management .plan has been developed considering the <br /> rapidly escalating cost of road construction and repair materials. The plan contains an <br />
