C. Construct a minimum of a 6-foot wide public sidewalk (or 8 foot wide pathway) with <br /> an 8 foot to 11-foot wide street tree planting area and an easement for a street <br /> furniture strip beyond the sidewalk; all to be installed as buildings are constructed <br /> or reconstructed along the County roads and interior public or private roads. <br /> d. Construct pedestrian park areas with sidewalk furniture and public art or displays <br /> within each Cornerstone area, and make it accessible from the interior road system. <br /> e. Allow for buildings to set within ten feet of the road right-of-way lines (a ten foot <br /> front building setback). Allow main building entry areas to open on to 6 to 10-foot <br /> wide sidewalk system. Encourage active neighborhood window shopping, sidewalk <br /> cafes, and other activities consistent with a traditional human scale "village" <br /> Cornerstone. Create "secondary" building entrances and connections to parking <br /> areas and pedestrian ways on the inside of the corner to the residential neighbor- <br /> hood. Allow for parallel parking on the interior roads. <br /> f. Work with developers and owners to pave and landscape the inside of the corners <br /> to take on the image of the "people oriented village green or commons" with <br /> parking, pedestrian ways, lighting, street furniture, fountains, and play apparatus. <br /> g. Develop a series of architectural design guidelines which emphasize human scale <br /> building facades with windows, signage, uniform street lighting fixtures, and street <br /> improvements at the street level. <br /> h. Create specific building facade material requirements and signage guidelines for the <br /> Cornerstone. Allow for projecting pedestrian signage on the streets but eliminate <br /> or prohibit freestanding signs. <br /> 3. Encourage rehabilitation of significant buildings and common parking areas and require <br /> development standards which produce aesthetically pleasing yet serviceable projects. <br /> 4. Acquire and/or use public-private partnerships or requests.for proposals to replace' <br /> deteriorating and inappropriately used residential and commercial land and buildings; as <br /> an interim use, encourage sites with razed buildings to be leveled, paved, and landscaped <br /> for safety purposes and additional parking. <br /> 5. Encourage a mix of compatible retail shops in the Cornerstone districts which provides <br /> an opportunity for the consumer to complete some of the day-to-day professional, retail, <br /> and office activities within the Cornerstone, reducing the amount of local and regional <br /> auto trips needed. <br /> 6. Utilize flexible parking standards for development in the Cornerstone that allows <br /> complimentary uses to share joint driveways and connections between parking lots <br /> and/or City parking lots in order to allow buildings to be placed closer together, and be <br /> accessible for both pedestrians and vehicles. <br /> 6 <br />
