Morrison explained that.a report is com- <br /> 2 pleted,together with engineers and professionals that designate a road to be an MSA road. <br /> 3 In completing his report, City Manager Morrison directed the Council's attention to pages 29 and <br /> 4 30 of the agenda packet which depicted specific information on the General Obligation Storm <br /> 5 Sewer Revenue Bonds (Series 2000A) and General Obligation State-Aid Street Bonds (Series <br /> 6 2000B). <br /> 7 Cavanaugh expressed some concern over the outcome of the current Legislative session and the <br /> 8 possibilities for funding that are tied to the results of that session. He discussed various altema- <br /> 9 tives in the case that the funding would be different that what is anticipated. <br /> 10 Motion by Hodson to approve Resolution 00-031, a Resolution Awarding a Bid for Street and <br /> 11 Sidewalk Improvements for 33rd Avenue NE, Between Silver Lake Road and Stinson Boulevard, <br /> 12 wherein the City Council of the City of St. Anthony states that: <br /> 13 1. The Mayor and City Manager are hereby authorized and directed to enter into a contract <br /> •14 with Tenson Construction, Inc., in the amount of$623,707.00 in the name of the City of St. . <br /> 15 Anthony,Minnesota for the improvement outlined in the above-referenced project according to <br /> 16 the plans and specifications,therefore, approved by the City Council and on file in the office of <br /> 17 the City Clerk. <br /> 18 2. The Engineer, SEH/RCM, Inc. is hereby authorized and directed to return forthwith to all <br /> 19 bidders the deposits made with their bids, except that the deposits of the successful bidder and <br /> 20 the next two lowest bidders shall be retained until a contract has been signed. <br /> 21 Motion carried unanimously. <br /> 22 B. Resolution 00-027 re: Adopt Strategic Planning Report. <br /> 23 Cavanaugh explained that the Council and City Staff had recently held an annual retreat to <br /> 24 discuss the goals for the community and complete the vision for the City for the coming year. <br /> 25 The results of that retreat follow. <br /> 26 These visions and goals included: <br /> 27 1. St. Anthony is a Village in the City,which carries the theme from the Comprehensive <br /> 28 Plan; <br /> 29 2. Collaboration; <br /> 30 3. Resident Focus; <br /> 31 4. Safe and Secure Environment; <br /> 1032 5. Fiscal Responsibility. <br /> 33 The mission of the City was to provide the community with safety and security, a progressive <br />
