128 <br /> (1) Application. Applicants for a Wireless Telecommunication Tower/Antenna <br /> ! Permit shall apply to the City Planner. A completed application shall include <br /> the following: <br /> (a) A sketch drawn to scale acceptable to the City Planner which illustrates <br /> the parcel on which the tower/antenna will be located, buildings located- <br /> on the parcel, buildings located within 100 feet or within the height <br /> radius of the tower, whichever is greater of the parcel and the location <br /> of the proposed antenna. <br /> (b) A sketch drawn to scale acceptable by the City Planner which illustrates <br /> the tower/antenna's relative size and visibility from adjoining property. <br /> (c) A report from a qualified and licensed professional engineer which: <br /> describes the tower/antenna height and design including a cross-section <br /> and elevation; documents the height above grade for all typical <br /> mounting positions for co-located antennas and the minimum <br /> separation distances between antennas; and describes the tower's <br /> capacity, including the number and type of antennas that it can <br /> accommodate. <br /> (d) Mailing addresses for all property owners of record located within 350 <br /> feet of the subject property. <br /> (e) An application fee in an amount prescribed from time to time by City <br /> Council resolution on file with the City Manager. <br /> (f) Confirmation.that the applicant is properly licensed.by the FCC, or is <br /> the authorized representative of a wireless telecommunication provider. <br /> (g) That portion of the applicants proposed lease with the property owner, <br /> or other form of agreement between applicant and property owner, <br /> which contains terms as deemed appropriate by the City Planner. <br /> (2) Administrative Review. An application for a wireless telecommunicaton <br /> tower/antenna permit shall be approved administratively by the City Planner <br /> under the following circumstances: <br /> (a) the location of the tower is being proposed in a non-residential zoning <br /> district; and <br /> (b) the base of a free-standing tower is at least 250 feet from a residential <br /> property line or the projected base (as determined by extending the <br /> tower base down vertically to the ground) of a tower on a building is at <br /> least 250 feet from a residential property line. <br /> (3) City Planner Determination. In those circumstances-where the applicant is <br /> eligible for administrative-review, the City Planner shall either approve or <br /> reject the application based upon a written determination that the application <br /> complies or does not comply with the tower compliance standards (see <br /> Section 207.110(E)(5-15)).
