VI. CIVIL/SITE DESCRIPTION <br /> According to a survey prepared by Westwood Professional Services, Inc. dated 3/13/2000, the <br /> property covers 33.65 acres,is zoned "C"—commercial, and is not in a flood zone per City of Saint <br /> Anthony Village Planning Department. The majority of the site is impervious bituminous parking <br /> lot—approximately 20.5 acres. There are numerous concrete curbs and islands to control the flow <br /> ■ of traffic. Silver Lake Center covers 7.71 acres and is surrounded by concrete sidewalk on the west, <br /> south, and east sides. The Taco Bell building in the southeast corner of the property is 1,800 square <br /> ■ feet. Approximately 5.5 acres appears to be pervious. Block 1,Lot 5, the former Apache Plaza <br /> Building, has already been demolished, and the area is covered with wild grasses and weeds. Some <br /> portion of the storm water drainage is going to the storm water detention ponds at Outlets A and C. <br /> Some portion of the storm water drainage is going to the railroad property to the south via 2 - 15" <br /> culverts. The remainder of the storm water must drain into the city's storm sewer system. <br /> There appears to be six types of utility entering/ leaving the site— telephone, electric, gas,water, <br /> ■ sanitary sewer, storm sewer. <br /> 1. There is a sanitary sewer line running north on Apache Lane from the former Apache Plaza <br /> ■ Building. It was assumed to be plugged when the building was demolished. <br /> 2. There is an underground telephone line, gas line, and electrical line entering the site at 39`h <br /> Ave. NE and connect to the west side of the building. Each of these could each be capped/ <br /> abandoned at the property line. <br /> 3. There is a water main at the same location that should be capped at the property line. <br /> ■ However, to maintain the loop around Cub Foods,a new main would have to be installed <br /> along the west property line 300 feet north and then 200 feet east. <br /> 4. Completing the isolation of the water main around Cub Foods would require capping the <br /> main immediately south of an existing valve located near the northeast corner of Silver Lake <br /> Center. <br /> 5. Capping the water main where it enters the site on 38`h Ave. near the southeast corner of <br /> Silver Lake Center would complete the isolation of the building from the city. <br /> ■ 6. There is an underground electrical line and gas line near the northeast corner of Silver Lake <br /> Center that would need to be capped. <br /> ■ 7. It may be possible for a sanitary sewer line and storm sewer line running north along the east <br /> side of Silver Lake Center to remain in-place during demolition, but relocating them closer <br /> to the eastern property line would be a better long-term solution in terms of site flexibility. <br /> 8. The underground electrical line and gas line running from Silver Lake Road to the Taco Bell <br /> Building in the southeast corner of the site would need to be capped at the property line. <br /> 9. There is undoubtedly a sanitary sewer line and water main serving the Taco Bell Building, <br /> but the location of these utilities is not identified by the survey. <br /> . 10. The storm sewer line on the south side of Silver Lake Center would logically remain in-place <br /> until the final use of the site is known, and the new storm water management system is <br /> ■ designed and implemented. <br /> Quantities <br /> 1. There are 10 fire hydrants to be salvaged/ removed. <br /> 2. 15 water main gate valves. <br /> 3. 15 parking lot lights. <br /> 4. 2 gas meters (Silver Lake Center, Taco Bell Building). <br /> ■ 5. 1 electrical transformer (near Taco Bell Building). <br /> 6. 4 water main caps. <br /> 7. 3 gas main caps. <br /> ■ 17 <br />
