■ VII. ENVIRONMENTAL DESCRIPTION (Wenck Associates) <br /> Asbestos-Containing Materials <br /> ■ Wenck reviewed the supplied documents, conducted a short tour of the plaza, and interviewed Mr. <br /> Jim Monk, facilities engineer. Based on those activities,we have prepared estimated asbestos <br /> ■ abatement costs using the Asbestos Survey Report,Apache Plaza,prepared by Braun Intertec <br /> Corporation (Braun), and dated September 20, 1994 (the Report). The Report appears to be the <br /> best source of accurate data regarding the materials existing in the plaza. Other documents available <br /> either do not address asbestos-containing materials (ACM) remaining in the plaza or pertain to ACM <br /> that has already been abated. Time requirements did not allow for preparation of an additional <br /> comprehensive survey. Accordingly, this is a conservative cost estimate prepared based on <br /> necessary assumptions. Destructive sampling techniques were not employed in the previous survey, <br /> ■ so the presence of ACM beneath sampled building materials could not be confirmed nor ruled out. <br /> Additionally, estimates of quantities of materials present were presumed to be accurate, based on the <br /> . Report prepared by Braun. <br /> Wenck made the following observations regarding the Report, site tour, and conversations with Mr. <br /> Monk: <br /> . • Boiler Rooms —Information from reports indicated there were originally eight boiler rooms. <br /> ACM was abated from these areas. Mr. Monk indicated two of the boiler rooms no longer <br /> . exist. Mr. Monk showed Wenck three existing boiler rooms. These three rooms appeared <br /> to have non-asbestos insulation on the pipes. Further investigation, which may include <br /> sampling of the material, is required to determine if the insulation in the remaining six rooms <br /> does or does not contain asbestos. Cost for sampling, analysis, and abatement is not <br /> included in the cost estimate. <br /> • The Report indicates suspect ACM was observed above ceiling panels in certain areas. The <br /> S areas noted were the lower level storage room adjacent to the maintenance room, lower level <br /> bowling alley, and Space 15C. No sampling and analysis was performed and no quantities of <br /> suspect material were noted in the Report. Cost for sampling, analysis, and abatement of <br /> this suspect material is not included in the cost estimate. <br /> . • The Report indicated there was suspect ACM observed in debris located in the lower level <br /> artist room pipe chase. No quantity was listed. Cost for sampling, analysis, and abatement <br /> of this suspect material is included in the cost estimate. <br /> • The Report indicated observation of three demolition piles in the unexcavated space directly <br /> ■ below the True Value Hardware Store Space 23D. Pile dimensions were approximately 15' x <br /> 15' x 10'with suspect pipe insulation mixed about the piles. It is assumed the insulation is <br /> friable, which means the asbestos material is intermixed throughout the debris piles. The <br /> cost for abatement of the debris piles is included in the cost estimate. <br /> • One sample analysis of 2' x 4' random fissured ceiling panels indicated the panels were <br /> asbestos containing. Numerous other random fissured panels were analyzed and were found <br /> ■ not to be asbestos containing. Normally, if one sample of identical or appears to be identical <br /> material is found to be asbestos-containing the entire quantity is considered to be asbestos- <br /> containing. Further investigation should be performed to determine if these panels are <br /> . 19 <br />
